CHAI began work in Cameroon in 2007, with a focus on improving access to lifesaving HIV diagnosis, treatment, and care through the introduction and scaling up of pediatric and second-line antiretroviral therapy (ART) and improve laboratory systems to better diagnose the disease, including Early Infant Diagnosis (EID). Over the years, CHAI has extended its support to help the government in its efforts to save the lives of women and infants through mentoring of service providers and increasing access to long-acting contraceptives to help women safely plan their families. In addition, CHAI is helping the government to improve the country’s cold chain supply system so it can effectively introduce new vaccines as well as expand coverage of existing ones. Furthermore, CHAI is supporting the government in critical areas including, improving access to medical oxygen, cancer services as well as improving taking integrated health care services to missed communities in target municipalities in the country. Moreover, CHAI has been actively involved in supporting the government in its drive to develop a system of universal health coverage that will enable the country to provide affordable, quality care to all.

 

To better accomplish its mission, the Clinton Health Access Initiative, (CHAI) Cameroon is seeking a highly motivated, results-oriented individual with strong problem solving and analytical skills to fill the post of Finance and Accounting Manager. The successful candidate should have excellent analytical skills, function independently, be self-motivated, be able to thrive in challenging environments, and have a strong commitment to excellence.

 

Position Overview:

The Finance and Accounting Manager is accountable for the Cameroon Office’s day-to-day finance and accounting related functions, including but not limited to, financial compliance, financial management, accounting, budgeting, and budget monitoring in accordance with corporate policies, strategies, plans, and decisions made by Country, Regional and Global Teams. They facilitate the delivery of CHAI’s program by ensuring timely and effective financial & accounting related support to achieve results. They ensure and guides the appropriate application of systems and procedures and develops enhancements if necessary. The Finance and Accounting Manager will support all Cameroon team members in executing programmatic activities in terms of Office Finance & Accounting, Budgeting & Budget control in compliance with CHAI policies and procedures and the country finance and Compliance manual.

The Finance and Accounting Manager will report to the Country Representative, and they will follow country, regional and global operations guidelines.

The ideal candidate for this role will have outstanding analytical, organizational, interpersonal and communication skills. The ideal candidate must also be able to function independently and flexibly and have the demonstrated ability to lead in a challenging professional environment. This position is based in Yaoundé and may require travel to various regions in the country.

Key End result of the position:

  • Adequate systems for Compliance, Finance & Accounting, Budgeting & Budget control are in place in CHAI Cameroon’s office, and are strengthened as required to facilitate the delivery of CHAI’s programmatic objectives and achievement of results.
  • Effective coordination, communication, collaboration is established and maintained across CHAI and with in-country stakeholders, for effective and efficient financial management that is fully compliant with both CHAI’s internal control procedures and with national policies/regulations.
  • Basic office services effectively provided to enhance staff productivity.
Responsibilities

Day to day financial accounting

  • Review financial transactions to ensure accuracy of information and compliance;
  • Make payments, such as reimbursements, cash advances, and direct transfers to vendors on time;
  • Ensure financial vouchers have sufficient supporting documentation;
  • Make sure health insurance tracking records of staff members are correct and reconciled;
  • Oversee the finance and admin assistant to ensure that information print outs from QuickBooks is reconciled against vouchers on a weekly basis;
  • Manage the daily cashbook closeout procedures

Financial Management

  • Lead in the monthly close processes;
  • Reconcile monthly cash on hand and bank account balances;
  • Conduct aging analysis of all accounts;
  • Review accounting transactions to ensure accuracy of information and compliance with policies and procedures;
  • Prepare monthly preliminary and final financial statements for country program;
  • Analyze monthly variances to budget;
  • Review adjustment entries;
  • Use Grant Tracking and Preliminary report tool to coordinate with Program Managers in following up their monthly internal cash forecast, and measure project budget variance;
  • Lead in the monitoring of financial activities for all programs and prepare expenditure reports for program managers as needed;
  • Prepare and analyze complex financial statements that relate to various fund types and account groups;
  • Establish and maintain effective working relationships with program managers/staff members;
  • Lead in the preparation of organizational annual budgets and periodic reforecasts;
  • Assist in preparing donor budget proposals as needed
  • Assist in the preparation of audits, financial statements if needed.

Grant and Partnership Management

  • Review all Donation Letters, Independent Contractor Agreements and Memoranda of Agreement from financial management perspective prior to signing with partners/contractors; suggest any points of negotiation and analyses the impact;
  • Create tracking system to monitor the progress of new agreements with partners and be responsible for record-keeping;
  • Develop grants tracking to monitor existing partners’ performance and compliance;
  • Make regular visits to partners’ offices, to monitor their financial management system and to verify their payments;
  • Review and analyze grant expenses and variances in consultation with supervisor to advise the partner on expenditure trends and potential issues;
  • Ensure that donor regulations are complied with in all grant transactions and processes of the partners;
  • Build relations with focal person and build a trusting partnership with partner organizations.
  • Keep the Country Representative informed on all major compliance issues/challenges while taking the necessary corrective steps with the respective Partners;

Statutory and Regulatory Compliance

  • Coordinate with auditors for annual audits
and coordinate donor audits;
  • Maintain banking relationships;
  • Work closely with the attorneys for labor laws and other legal matters.
Qualifications
  • Bachelor’s degree in Finance or Accounting, Banking or a related financial discipline
  • Master’s degree Finance or recognized accounting professional qualification (e.g. CA/CPA) will be a plus
  • Minimum of 5-7 years of professional experience in rigorous institution
  • Excellent Knowledge of Microsoft operating Systems with an excellent command over MS Excel
  • Working Knowledge of ERP Accounting Software (Knowledge of QuickBooks and Unit 4/Agresso will be an added advantage)
  • High level of integrity and dependability with leadership qualities
  • Proactive and responsive to urgent needs of the program
  • Ability to work under pressure without compromising on quality of policy and compliance procedures
  • Self-motivated and firm in providing opinion to support effective decision making
  • Experience in managing donors’ funds and executing their financial reporting requirements
  • Highly developed analytical and problem-solving skills
  • Excellent interpersonal and communication skills
  • Ability to influence senior managers and peers over a wide range of issues 
  • The ability to work in a multi-cultural environment
