CHAI, in partnership with its India affiliate William J Clinton Foundation (WJCF), works in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States’ levels on an array of high priority initiatives aimed at improving health outcomes. Currently CHAI works across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis-C, tuberculosis, pneumonia, diarrhoea, sexual and reproductive health, cancer and immunization.

In India, WJCF seconded a Technical Support Unit (TSU) to NVBDCP since 2020 to a support in health system strengthening by providing analytical and coordination support to national and state officials and partner organizations in the combined effort towards the elimination of Lymphatic Filariasis and Visceral Leishmaniasis. In addition, the team also supports NVBDC in other VBD diseases including malaria and has been currently supporting the development of digital tools for malaria surveillance and IRS data monitoring at national level; developing a VBD Search Engine Application to notify real time outbreaks; developing practices for QGIS mapping to locate malaria hotspots and supporting annual costed workplans.

Role 

The WJCF is currently seeking a Associate, Communication, Social and Behavioral Sciences to support the National Malaria Program in sustaining India’s progress and achieving malaria elimination.

The Associate will:

• Coordinate and assist APLMA (Asia Pacific Leaders Malaria Alliance Secretariat) and NVBDCP in planning and conceptualizing a successful SOM (Senior Officials Meeting) in 2022.
• Allow for better communication and advocacy of National Malaria Program in identified priority geographies by reviewing existing materials and develop effective information, education, and communication (IEC) materials.
• Allow for improved delivery and acceptance of the malaria program and interventions, especially in high endemic areas, by devising community engagement strategies tailored to the local context.

• Identify challenges related to implementation of current SBC activities of National Malaria Strategic Plan.
• Support development/revision of malaria SBC strategy and implementation plan (including community-based and social intervention approaches) at state and district level. This will include developing targeted strategies for high endemic areas and hard-to-reach and vulnerable groups such as tribal, rural, and migrant populations.
• Responsible for assessing the existing demand generation activities to accelerate or strengthen the delivery of malaria interventions such as diagnosis, referrals, treatment, LLIN distribution, personal protection, and other vector control activities.
• Develop capacity building strategy/ material/ package for state VBDCPs and community level stakeholders.
• Support in developing briefs on SBC strategies and its impact on accelerating the malaria elimination
• Support NVBDCP communications team in developing media coverage strategies and media plans, including for national and local media, for the malaria program.
• Conduct ongoing background research on global and regional best practices, create a repository of resources to sustain knowledge management, and prepare and provide regular technical updates on cutting edge SBCC practices.
• Develop detailed monitoring and evaluation mechanism for community SBC at state and district level.
• Other tasks as deemed necessary by NVBDCP Director and Team Lead, TSU.

• Master’s Degree in Public Health or Health Communication or Health Promotion/ Health Education or other relevant subject and 3-5 years’ minimum work experience and knowledge in designing, planning, implementing, and monitoring SBCC particularly on VBDs space and digital solutions.
• Minimum of 2-3 years of professional work experience at national and/or state level.
• Experience of working with both government Experience of working on SBS interventions (e.g., effective communication, behaviour change) for malaria or other infectious diseases in India.
• Experience in monitoring and evaluation (M&E) of public health communication models.
• Prior experience of liaising with external partners and stakeholders in public health in India and in organising national level meetings.
• Demonstrated skills in documentation and designing of BCC campaigns for public health programs.
• Computer proficiency and experience with commonly used packages like MS Word, Excel, Power Point, and other Communication and digital tools.
