Job Overview: Under the direct supervision of the MEAL Manager in Yangon, the MEAL Officer is responsible for theregular preparation, consolidation, and circulation of data collection, compilation, and analysis of reports for allprogram activities in Kayin. By making accurate, reliable, and timely data and information available, the MEALOfficer will contribute to the comprehensive situational analysis in the IDP camps and communities where IRC andits partners provide services, and will support learning, design, and adaptation of interventions in these areas. ThispositionwillprovidesupportacrossallIRCprogramthematic areasinKayinState.

Responsibilities:

1.ManagementofInformationSystems

  • Manage the transition of IRC Kayin’s management information system (MIS) from a paper-driven system toadigitalsystembased onmobile dataentryusingKoboorCommCareplatform.
  • Manageallprogramdatabases,ensuringthattheyareregularlyupdated,cleaned,andthatconfidentialityis protected where appropriate, including for quarterly assessment process and provide reports to Programleads
  • Coordinatealldataentry,including:
    • Coordinationwithprogramfocalstoensureregularuploadsofmobiledatacontainingactivity recordstoIRC’sofflineserverinKayin.
    • Aggregate data in a consolidated monthly database and share monthly with the MEAL Managers inYangon
  • Worktoimprovepresentationofkeydatathroughthedevelopmentofexceldashboardsetc.
  • Wherenecessary,reviseandupgradedatacollectiontoolsandmethodologiesandensuremaximumharmonization/disseminationamongprogramteams.
  • Verifyreports formulatedbyprogramteams contain all theneededinformation and arein linewithconsolidateddatacollectionscheme andpriorities.
  • Perform sustained monitoring of program indicators including trend analysis. Analyze data and keep theprogramfocals informed aboutdata trends.
  • Performdataqualityassurancereviews/visitswithIRCprogramstaffandpartnerstafftocheckandverifytheirdata;providetechnicalinput andfollowuponactionsneededtocorrecterroneousormissingdata

2.Training

  • TrainallkeyIRCstaffontheuseofrelevanttoolstocollect andreportkeyprogramactivitydataontime.
  • Collaborationwithprogramfocalsinrevisingdatacollectionandemergency-specifictrainingschemesforstaff
  • Assistintheconductofspecificdataandmonitoring trainingsfor-programstaffwhenneeded.
  • Supporttheconductofanyrelevanttrainingfor partners

3.Reportingandinternalmeetings

  • ProvidetimelyMEALreportstoprogramstaff
  • UndertheguidanceoftheprogramfocalandYangonMEALManagers,extractandsendspecificreportstootheremergency responsestakeholdersinKayinState
  • FilloutthemonthlyInternalIndicator Tracking(ITT)tool
  • Contributetodonorreportwritingbyensuringthatdataisavailableandupdated,includingthosefrompartners
  • Reportanychangesinlocations targetedfor eachproject,includingupdatesinpopulationdataincluding in partners'locations

4.Assessmentsandevaluations
