The Common Services Unit (CSU), UNICEF Thailand Country Office (TCO) is seeking an individual contractor to assist CSU/HR team; providing wide-range of HR services across administrative functions and liaising with internal stakeholders as well as external vendors to achieve HR workplan in rendering quality services to clients. The consultant will closely be working with HR Associates (GS-6) on key tasks in HR functions which include but not limited to recruitment, consultancy assignment, preliminary document validation, contract preparation and maintaining up-to-date document repository.

How can you make a difference?

Work Assignment:

The focus of HR support on this assignment is on the provision of transactional day-to-day HR activities which pertaining to recruitment, placement and administration of staff and non-staff contract holders. To perform the key role above, the consultant requires relevant knowledge of the subject matter and the capacity to carry out tasks with certain level of independence.

The consultant will also be working with a degree of operational independence that are accountable for the achievement of overall service delivery results in more than one HR activities. The scope of HR work typically covers the following transactional HR activities as generalist yet requiring the handling of complex and intricate HR matters on which quality and authoritative procedural advice is provided to the supervisor.

  • In consultation with supervisor and senior team members, more specifically, the consultant is expected to:
  • Prepare document in ensuring all relevant forms and actions are completed before submission to relevant parties/systems
  • Processing of a wide range of personnel actions in accordance with UNICEF rules and regulations
  • Analyze, research, verify, and compile data and information on HR-related matters.
  • Preliminary support recruitment of staff and consultant from prepare and circulate documents until informing the placement.
  • Maintains and prepares records and files, ensuring all information is up-to-date and accurate.
  • Support data analytics: compiles and analyses information and statistics related


End Product(s):

  • Monthly submission of deliverables per agreed work plan.
  • A submission of progress report is expected at the end of each month.

Duration of Contract:   6 months during the period of 16.11.2021 -15.05.2022.

Working Location and Work Schedule: The consultant will work in UNICEF Thailand Country Office and is expected to perform the above work assignment under full-time arrangement on a monthly basis for 6 months period based on agreed work plan with the supervisor of contract. 

To qualify as an advocate for every child you will have…

  • Bachelor’s degree in Human Resources, Business Administration, or any related fields.
  • A minimum of 5 years of progressively responsible administrative work experience with at least 3 years relevant to the assignment required
  • Excellent Thai and English communication – verbal and written
  • Computer literacy in MS Office also online researching
  • Technical Extensive knowledge of HR principles – especially recruitment
  • Ability to extract and format data and to solve operational problems
  • Ability to organize own work, set priorities and meet deadlines.
  • Excellent interpersonal and communication skills
  • Takes responsibility to respond to internal and external service needs promptly and proactively.
  • Takes initiative to ensure that deadlines, rules and regulations are met.
  • Able to use own discretion to address unforeseen situations.
  • Proven track record on demonstrating a high degree of confidentiality
  • Demonstrates courtesy, tact, patience and ability to work effectively with people of different national and cultural backgrounds.
