Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the International Data Centre (IDC) Division that collects, processes and analyses monitoring data originating from the facilities of the International monitoring System (IMS). These are based on four different sensor technologies (seismic, hydroacoustic, infrasound and radionuclide).

Under the direct supervision of the Head, Monitoring Facilities Operations Unit, to: 

Duties and Responsibilties

  1. Develop procedures for Public Key Infrastructure (PKI) operator nomination.
  2. Define Roles and Responsibilities of PKI operators according to the Commission’s decisions.
  3. Develop Operational Procedures related to data surety in following aspects: Bootstrapping process after major station maintenance, upgrade, or recapitalization; issuance of certificates during establishing and maintaining the chain of trust; monitoring, reporting, troubleshooting, categorization, fault diagnosis and resolution of incidents related to data surety.
  4. Provide support in rolling out authentication to certified IMS stations: Provide recommendations on improvement of state-of-health (SOH) monitoring tools for detecting data surety incidents and authentication failures; verify and report on tamper switches status at all certified IMS stations and support in resolution of tamper switches failures; support station operator and PKI operators in bootstrapping activities; support station operator and PKI operator with replacement of certificates; support PKI operators, Operations, Maintenance and Engineering sections in troubleshooting and resolving authentication failures.
  5. Perform other duties as assigned.

Education

  • University degree in computer science or engineering related to radionuclide, seismic, infrasound and hydroacoustic technologies in the IMS network. 

Work Experience and Qualifications

  • At least five (5) years of relevant working experience in the field of operations of distributed complex networks and systems, such as the International Monitoring Systems of the CTBTO, and extensive experience in managing data surety;
  • Thorough knowledge of and in-depth technical skills in all aspects of operations and monitoring of radionuclide or waveform technologies in the IMS network;
  • Good knowledge of Data Base schema, and Linux operating systems;
  • Excellent skills in handling station incidents, troubleshooting, analysis, and reporting;
  • Experience in producing training materials and delivering training courses;
  • In-depth knowledge of PTS Operational Procedures and relationships with IMS Station Operators would be an asset;
  • Thorough knowledge of CTBTO data surety policies and in-depth technical skills in PKI and data authentication would be an asset.

Languages

  • Excellent written and oral communication skills in English are essential;
  • Knowledge of other CTBTO official languages is desirable.

Remuneration:

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission. The salary offered may be subject to deductions to the United Nations Joint Staff Pension Fund and/or Health Insurance Scheme.

Short Term Appointments shall initially be made under a contract for a period not to exceed 364 days, subject to the successful completion of the probation period set forth in the Letter of Appointment.
