Program Manager II- Food and Cash Assistance, South Sudan

You will manage and provide technical oversight of the development and implementation of the Country Program (CP) food and cash assistance programming with the World Food Program, ensuring effective systems and processes are in place that support high-quality programming advancing Catholic Relief Services’ work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its WFP funded programming.

Required Languages – English.
Travel - Must be willing and able to travel up to 50%.
Knowledge, Skills and Abilities

  • Significant experience in commodity management including logistics, warehouse management and reconciliations.

  • Experience of security management in complex and remote field locations.

  • Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions. Demonstrated capacity to manage multiple tasks in parallel and optimize the short seasonal implementation time frame of program locations.

  • Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship. Experience and skills in implementing matrix management supervision for field teams. Demonstrated capacity to build, mentor and lead diverse teams in challenging field conditions.

  • Good presentation and facilitation skills.

  • Proactive, resourceful, solutions-orientated, and results-oriented.

Preferred Qualifications

  • Good experience in project grants management, including project design, preferably for grants from multiple public donors, including WFP.

  • Demonstrated ability to write high quality technical proposals.

  • MEAL skills and experience required.

  • Staff management experience and abilities that are conducive to a learning environment.

  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Supervisory Responsibilities (if none, state none): Team Leaders (5), Program Manager Yirol, Senior Project Officers (2).
Key Working Relationships:
Internal: Head of Operations, Operations Advisor, Chief of Party RFSP and P2R, Security Manager, Finance Manager, Supply Chain Manager and HR Manager.
External: WFP, Cash Working Group, local authorities and FSL and logistics clusters.
Basic Qualifications

  • Master's Degree in International Development, International Relations or in the field of humanitarian response required. Additional experience may substitute for some education.

  • Minimum of 5 years’ experience in relevant field-based project management experience required, with preferably
    at least 2-3 years working in food security and/or humanitarian response.

  • Experience in managing moderately complex projects preferably with an international NGO.
