Position : Project Coordinator

  • Duty Station : Bangui, Central African Republic
  • Duration : 1 year renewable

ABA ROLI seeks candidates to fill the position of Project Coordinator (PC) who will be responsible for leading a project to Support to the Special Criminal Court.

Based in Bangui, Central African Republic, the PC will work under the supervision of the Country Director (CD) and will collaborate with the M&E Coordinator to ensure timely and accountable implementation of activities under the project. She/he will work directly with the Clinic-EAAF to support the SCC mandate by focusing on three workstreams, 1) strengthening the capacity of Court personnel and the broader set of CAR legal actors (CAR Bar Association and special SCC approved lawyers) and the special judicial police unit; 2) community and public education on SCC rules and procedures; and 3) implementation of the victim and witness protection national strategy. In addition, the PC will work with SCC representatives and partners involved to support the Court to ensure coordination and participatory planning. The PC will ensure compliance with ABA ROLI and donor rules and regulations and will support timely and quality reporting on program achievements. A successful candidate will have demonstrated competencies of planning, managing, monitoring and oversee programming in a complex and evolving environment.

RESPONSIBILITIES

· Oversee and manage all aspects of the program implementation, ensuring compliance with donor regulations and local law;

· Develop project work plans and ensure the effective and accountable implementation of program activities;

· Lead planning and coordination for experience sharing with SCC personnel.

· Lead program initiatives to improve the technical capacity of court personnel, lawyers and the special judicial police unit;

· Lead program activities to develop effective and efficient case management system for the SCC and the court system at large;

· Support information sharing and coordination among the SCC and the court system at large;

· Lead program activities to increase CAR public trust in justice institutions through outreach and community awareness raising campaign on legal rights, SCC rules and procedures, and provision of available free legal services;

· Lead program activities to strengthen victim and witness protection mechanisms in CAR;

· Liaise with the Columbia Law School Human Rights Clinic and Argentine Forensic Anthropology Team (Clinic-EAAF) strengthen the capacity of relevant Court personnel to conduct effective forensic investigations of serious human rights violations and mass crimes;

· Ensure the experience of the SCC in handling serious crimes cases is beneficial to the ordinary court system;

· Track, report, and develop updates that ensure dissemination of program timelines, workplans, deliverables, and successes.

· Other duties as assigned.

QUALIFICATIONS

· Relevant university degree (Law, Project Management, Political Science, or other International Development-related field);

· Minimum five of experience in management of a Rule of Law program, governance support program or a related field;

· Experience working in a multi-cultural environment, preferably in Africa, and the ability to thrive in a challenging political environment;

· Ability to communicate fluently both orally and in writing in French;

· Proven capacity for planning and program monitoring, problem solving, and organizational skills;

· Ability to work proactively with minimal supervision;

· Consistently high level of professionalism, initiative, judgment and discretion;

· Experience working with high profile officials (governmental and courts) on justice sector reform, rule of law programs;

· Proven experience (3-5 years) of work for NGOs, or other not-for-profit entity on promoting justice sector, or any rule of law area of activities;

· Excellent interpersonal skills;

PREFERRED QUALIFICATIONS

· Proven experience organizing and coordinating high-profile events an asset;

· Knowledge of the international and hybrid justice sector and the legal system and socio-political context of the Central African Republic;

· Victims and witness protection experience a plus;

· English language fluency is preferred;

· Experience with financial program management/oversight;

· Female candidates are encouraged
