A strong laboratory network integrated within a high-performing health system is fundamental for countries’ ability to deliver quality health services and is critical to enabling the setup of new care programs that align with the government’s goals to achieving Universal Health Coverage (UHC). The Ministry of Health (MoH) of Cote d’Ivoire is putting a strong emphasis on improving testing quality at a national scale by implementing innovative solutions leveraging both the private and public sectors. However, there is a need for greater visibility around the capacity and performance of the public and private laboratory network. In order to achieve this ambitious goal a diagnostic exercise aiming to identify the strengths and weaknesses of the network as well as their root causes and implications on health outcomes is required. This work will be essential to define and prioritize fit-to-context solutions that are feasible to implement and sustainable on the long term.

 

Position


CHAI is looking for a Program Manager, Laboratory Landscape, to support the government of Cote d’Ivoire with developing a thorough assessment of the laboratory network. This role will include three priority objectives:

  • Support and provide quality control for an assessment of the public diagnostics networks.
  • Oversee a landscaping of the private sector diagnostics providers including an assessment of their role in the countries’ diagnostics networks and capacity to address service delivery.
  • Review and analyze the regulations including previous experiences of public private partnerships.

The project manager will provide high-level strategic support to the MoH and will drive the overall design and implementation of this study. He/She will have oversight of the laboratory diagnostic exercise: develop and implement the analysis related materials, conduct the analysis of the private sector, manage high-level relationships with a broad set of government and private sector stakeholders, provide recommendations to the government that enable the most sustainable, impactful, and integrated solutions. The goal is to improve access to reliable, quality diagnostic testing in Cote d’Ivoire, which will lead to improved patient care and the wellbeing of the population.

The Program Manager will report to CHAI’s Country Director. They will supervise the project team, coordinate the programmatic work, and ensure that it complements existing CHAI work.

 

We are seeking a highly motivated individual with outstanding credentials, excellent relationship building and communication skills, and strong understanding of laboratory systems.

Responsibilities
  • Build and maintain strong relationship with government and private sector stakeholders.
  • Manage staff and coordinate all work areas. This will likely include:
    • Oversee landscape review of private and public laboratory services with the creation of data collection tools and questionnaire.
    • Conduct the analysis to determine strength, weaknesses, constraints of the system to propose solutions.
    • Conduct the study of PPP regulations and experiences.
    • Manage assessment of the financing system and resources that supports diagnostics networks, from commodity procurement to service delivery at facilities and in communities.
    • Provide strategic input into policy documents including but not limited to national laboratory policies and strategic plans, quality improvement plans as required.
  • Represent CHAI in relevant forums and technical working groups.
  • Manage project resources according to CHAI policies and procedures.
  • Other responsibilities as needed.
Qualifications
  • Master's degree, preferably in public health, public policy, laboratory sciences or business administration;
  • 7-10 years’ professional work experience and at least 5 years’ experience working at high-level health management positions;
  • Experience working in private public partnership in the health sector;
  • Experience working in management consulting, business strategy groups, or similar fast-paced results-oriented environments;
  • Previous experience in project management and working/advising high-level health sector managers.

  • Ability to analyze systems holistically and advise on effectiveness of program, systems or procedures;
  • Ability to identify key gaps and recommend practical, realistic interventions for operational improvement;
  • Ability to navigate government processes with multiple stakeholders;
  • Highly entrepreneurial with strong self-motivation;
  • Excellent analytical skills and high levels of proficiency in Microsoft Word, Excel, PowerPoint, and internet applications;
  • Exceptional diplomatic and interpersonal skills and ability to build professional relationships with key stakeholders, negotiate and achieve consensus;
  • Exceptional written and verbal communication skills,
  • Excellent strategic thinking and problem-solving skills;
  • Ability to work independently on complex projects and proactively manage projects with minimal supervision;
  • Ability to multi-task and to be effective in high-pressure situations;
  • High level of integrity and professionalism.
  • Advanced French working proficiency, written and verbal; and a minimum of mid-level English proficiency.
