Mission and objectives

To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated.

Context

The UNICEF Viet Nam Country Programme for 2017-2021 is supporting the achievement of Sustainable Development Goals (SDGs) and targets,and is aligned to UNICEF Strategic Plan 2018-2021. With equity as the fundamental principle, social policies and social protection serve as an overarching umbrella for the country programme strategic intent. The Education Programme is a key component of the UNICEF Country Programme, aiming to enhance policy and legal frameworks for the realisation of children’s right to education and strengthen accountability of the education system, legislators and policy makers to families, children and the public to deliver on commitments to equitable and inclusive education and ethnic minority education in the context of education sector plans. In particular the programme intensifies interventions to support the achievement of SDG 4 which focuses on education across all categories and also on quality and quantity. The Education programme is in a transition phase to the new country programme for the period 2022 – 2026 which will be built on the lesson learned from the current programme and focus to disadvantage children especially ethnic minority, quality of inclusive education, learning and skills, conducive and respectful learning environment, enabling education system and safe, green and clean world.

Task description

Under the direct supervision of the Education Officer (IECD), the National UN Youth Volunteer -Inclusive Education Officer will support the improvement of Early Childhood Education and Inclusive Education, particularly for ethnic minority children and children with disabilities. Specifically, s/he will be assigned the following tasks: • Support the Education Officer (IECD) to ensure the availability of accurate, complete and up-to-date data and information related to early childhood education, inclusive education for children with disabilities and ethnic minority children, especially in the reactivation and scaling up Mother Tongue Based Bilingual Education (MTBBE)at national and subnational levels. • Support the Education Officer (IECD) on the cross-sectoral coordination work in Gia Lai province including donor visits, planning, implementation, M&E. • Work closely with other programmes and with the Children with Disabilities Working Group in UNICEF and other partners outside UNICEF to effectively use available resources to maximize results for children with disabilities. • Ensure the appropriateness of financial, administrative and supply documentation for interventions related to early childhood education, Inclusive education for children with disabilities and ethnic minority children. • Support coordination between health, nutrition, water, sanitation and hygiene (WASH), communication for development (C4D) and education sector, with members of the development community, including NGOs, UN and bilateral agencies in the exchange of information relating to early childhood education and development, inclusive education for all children. Results/Expected Outputs As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including: • Timely technical support during activity implementation and monitoring provided to implementing partners at both national and subnational levels. • Timely inputs and support provided to the coordination works, reports and donor related issues.
