NRC Burkina Faso started its operations in 2019. The country has been confronted with cross-border security threats. Communities are facing regular security threats and their rights being violated. As of August 31st, 2021 around 1 423 378 IDP are seeking assistance in the various regions in Burkina Faso. NRC provides multisector support in Kaya (Centre Nord) and is currently supporting an RRM response where IDPs are receiving shelter and essential basic needs support in Region du Nord. Other sectors, NRC is working on are Education, Livelihoods and Legal Assistance.

Globally, NRC specialises in in Camp Management / Site Management. With the huge number of IDPs and refugees in Burkina living on spontaneous sites and camp, UNHCR and other INGOs are supporting the coordination and management of the various sites. NRC has therefore positioned to support sites management in the Sahel Region.

NRC Burkina Faso had funding from UNHCR to support IDPs sites in Sahel covering Djibo, Dori, Gorom. The programme will expand and probably reach other districts and communes.  


NRC Burkina Faso is looking for a Camp Management Specialist, who will continue its response in Sahel, lay out the strategy of camp and site management and ensure the implementation of NRC Protection Programme in Sahel.

Role and responsibilities

The purpose of the CM Project Development Manager position is planning and implementation of all NRC Camp Management portfolio in Region Sahel. The role also includes reinforcing CCCM/RRM standards, financial and administration management.

Generic responsibilities:

  1. Adhere to NRC policies, guidance and procedures
  2. Promote the rights of IDPs/returnees in line with the advocacy strategy
  3. Develop the Camp Management Core Competence (CM CC) strategy, technical SOPs / guidelines/context specific standards.
  4. Line manage CM project staff and ensure capacity building of project staff and transfer key skills
  5. Contribute to the development of Country, Area and CC strategies and coordinate across CCs
  6. Develop CC projects and coordinate and manage CCCM/RRM project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  7. Provide technical direction and ensure high technical quality of projects
  8. Provide weekly and monthly progress reports to the Area Manager and the Head of Programmes
  9. Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist
  10. Liaise and collaborate with relevant local authorities and other key stakeholders


Specific responsibilities:

  1. Ensure project data collection, quality and management and work closely with M&E to maintain and update relevant NRC tools (GORS, Internal Database, achievement and progress of project log frames, AAR, evaluations)
  2. Design technical implementation documents for CCCM projects including proposals, logframes and budgets.
  3. Develop a community engagement strategy in line with CCCM global standards and NRC Community Coordination Guidelines.
  4. Ensure capacity building for staff on the project, national authorities and all other relevant bodies in Sahel (sites management and coordination, community engagement, community governance capacity building, )
  5. Work with the other specialists in understanding the dynamism around IDP and land issues in Sahel region in particular and in Burkina Faso in general.
  6. Prepare internal and external reports include for donors.
  7. Ensure standards for implementation are known and applied among CCCM teams
  8. Participate in rapid assessments in new areas of intervention
  9. Identify solutions to implementation challenges and constraints in a changing context
  10. Provide technical support to other relevant NRC project manager and coordinators (Education, ICLA, WASH and FSL) for the development of community based intervention.
  11. Make regular visits to implementation areas and sites of implementation for quality monitoring of the ongoing and completed works and make correction and provide relevant recommendations.
  12. Record and document good practices, lessons learned and establish a database in coordination with M&E to capture CM program performance.
  13. In collaboration with the Head of Programme and Area Manager, play a key role in recruiting CCCM field staff
  14. In coordination with the Specialist and Area Manager, represent NRC in coordination meetings with local authorities and NGOs when required
  15. Responsible for development of new CM proposals.
  16. Ensure quality control and site monitoring to ensure that CM services are provided according to CCCM global standards
  17. Ensure integration of CM response in long term strategy.




Professional competencies for this position:

  • Minimum 5 years of experience at a senior level project implementation in a humanitarian or recovery context
  • Previous technical Camp Management, Mobile Site Management, UDOC experiences.  
  • Previous experience working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in French, both written and verbal
  • Working knowledge of English will be a plus


Context related skills, knowledge and experience:

  • Bachelor’s Degree in development, or a related discipline, with Master’s Degree preferred
  • Knowledge of the context in Region Sahel and Burkina Faso
  • Experience with community mobilisation and engagement
  • Experience in starting up community-based centres and/or outreach teams
  • Experience with community-based development grants management
  • Able to train and manage teams (to listen, advise, support, solve conflicts, motivate, etc.)
  • Experience in financial, asset and human resources management, budgeting and administration
  • Proven skills and experience in successfully managing field teams and distributions
  • Experience with implementation of cash and voucher approaches
  • Familiarity with international minimum standards of service delivery (i.e., SPHERE)
  • Knowledge of local language in Sahel an advantage
