Introduction

 

Prior to COVID-19, Iraq was facing internal socio-economic development challenges such as weak economic growth, increase in poverty and inequality, unemployment rate particularly among youth and women, weak labour market governance, and most importantly lack of comprehensive social protection systems. The socio-economic impact of the COVID-19 has put Iraq at a great disadvantage, and further exposed those vulnerabilities and exacerbated the long-term structural challenges.

 

 

The Iraq Decent Work Country Programme (DWCP) for 2019-2023 sets out the common commitment of the Government of Iraq, workers’ and employers’ organizations and the International Labour Organization (ILO) to promote Decent Work. The DWCP 2019-2023 establishes a firm commitment that Decent Work is at the heart of Iraq’s recovery and reform processes, with three areas of priority:

 
1.Jobs: Ensuring that private sector development supports much-needed creation of new jobs;
2.Protection: Reducing vulnerabilities in Iraq through extension and strengthening of social protection, and an effective framework to address child labour;
3.Governance: Strengthening labour market in order to promote the realisation of Fundamental Principles and Rights at Work through improved social dialogue mechanisms.

Reporting lines

 

The ILO Office in Iraq is implementing several projects under the umbrella of the DWCP, including, a joint UN project on Social Protection: Leveraging Effective Response and Accelerating Reform which aims at supporting Iraq to accelerate social protection reform in the medium- and longer-term, and the Partnership for improving prospects for forcibly displaced persons and host communities (PROSPECTS) – Enhancing labour governance and labour inspection in response to COVID-19, combatting worst forms of child labour among others.

 

Within the policy and procedural requirements established by the ILO and the Iraq Office, the Planning, Monitoring, and Reporting Officer will be responsible for providing direct technical support to the above projects and contribute to the expected outcomes. The incumbent will assist in promoting ILO policies in the project-related technical areas and other components of the ILO Decent Work Agenda.

 

The PMR Officer will be based in Baghdad and will work under the direct supervision of the ILO Country Coordinator. The incumbent will work in close coordination with all project team members in the ILO office in Iraq, other members of the DWT in Beirut and relevant Departments in HQ.

Description of Duties

 

The incumbent will assist the Country Coordinator and project staff by providing technical inputs, planning, implementation, monitoring and evaluation, and reporting of the ILO Iraq Office activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines, and administrative and financial procedures in the following area:

 

1. Programme Planning, Design and Monitoring
2. Programme Performance Monitoring
3. Reporting and Knowledge Management
4. Capacity Building
5. Coordination and Networking


Specific duties and tasks will include:

 

  • Contribute to the design of projects and results structures, including the preparation of the main documents: strategy notes, annual and rolling workplans, annual management plan and other relevant documents ensuring adherence to ILO policies and guidelines.
  • Coordinate and provide oversight to the operationalization of the project document through the development of workplans with government and Civil Society organizations. Assist the relevant project staff in developing realistic plans for strategic research and evaluation activities to generate relevant information for project.
  • Act as the focal person for the Joint Programme planning and monitoring and other UN coherence planning.
  • Assist the Country Coordinator in ensuring that the results of the projects at impact, outcome and output levels are progressing according to plan of each project, communicated and used for learning and adjustment of the projects.
  • Coordinate with programme sections and relevant partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardised across programmes to feed into to programme performance monitoring (including during humanitarian response if necessary).
  • Coordinate periodic stock-taking exercises (Annual Review, Mid-year review, Mid-term Review etc.) which involve all relevant project partners during which the data and information from monitoring activities is assessed and used for programme adjustments.
  • Coordinate the development of Annual Reports and provide quality assurance to ensure they are timely, results-based, evidence based, and well-written.
  • Provide guidance and quality assurance in the preparation of high-quality donor reports including funding proposals, using standardizing formats, contents and ensuring adherence to donor requirements and develop briefing and knowledge-sharing materials about the programmes in Iraq to different audiences (donors, partners or within the ILO).
  • Put in place structures and tools for information management (ex. Dashboards, Sharepoint, etc.) and ensure that project team members use a well-structured cloud-based system for storing, labelling, organizing accessing and collaborating on documents.
  • Utilize a range of appropriate skills building strategies including self-learning, seminars and workshops and practical experience in order to ensure that project team members.
  • Undertake lessons-learned reviews on successful and unsuccessful PMR practices in the ILO Iraq’s projects, and ensure they are shared as appropriate. Similarly, pay attention to PMR knowledge networks to identify innovations and lessons learned that may be relevant for the wider CO and partners to improve their PMR function and knowledge management.
  • Undertake other tasks and responsibilities as may be assigned by the supervisor.

Required qualifications

Education

 

Advanced university degree in social sciences, communication, planning development, or a related field (or a university degree plus equivalent expertise).

Experience

 

At least five years of professional experience in programme development and implementation including monitoring and evaluation activities.

 

Languages

 

Excellent command of English. Knowledge of Arabic would be an advantage.

Competencies

 

  • Excellent report writing skills and ability to draft reports and prepare guidelines relating to programme development and implementation.
  • Good knowledge of emerging international good practice in monitoring partnerships and reporting with emphasis on cross-sectoral areas such as gender equality, disability and diversity.
  • Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
  • Proven ability to take ownership of all responsibilities, to act with integrity and transparency by maintaining social, ethical and organisational norms, and to meet all commitments within the prescribed time, cost and quality standards.
  • Excellent written and verbal communication skills, including the ability to write accurate  reports and to build networks to obtain cooperation with partners.
  • Ability to maintain effectiveness when experiencing major changes in work tasks or environment, and to adjust effectively to new work structures, processes, requirements or cultures.
     

 

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered.
