Overview of CHAI’s Essential Medicines Program 

 

Clinton Health Access Initiative (CHAI) has launched an ambitious effort to scale-up access to treatment for diarrhea and pneumonia, which combined, kill over 1.5 million children every year. Working with the governments of five high-burden countries and leading global institutions, CHAI’s Essential Medicines team is supporting intensified efforts at both global and country levels to plan, resource, and implement effective interventions for scaling-up access to treatment for these conditions – specifically zinc and ORS for diarrhea, and amoxicillin and oxygen for pneumonia. As a result of the COVID-19 pandemic, the Essential Medicines team has expanded its oxygen work to more than fifteen countries, supporting pandemic response efforts while strengthening long-term oxygen systems planning. 

  

The location for this position is flexible and can be based in any CHAI Program Countries in Asia or Africa, pending Country Leadership approval, or the US. 10-20% international travel time would be required once situation allows. 

Responsibilities

The Senior Associate will be part of CHAI’s Global Essential Medicines team, working to achieve affordable yet sustainable global oxygen supply and prices. The Senior Associate will report into the Global Essential Medicines team and work closely with CHAI’s country teams in more than 15 countries and other cross-cutting teams such as the Global Markets team. 

 

Country level support: 

  • Conduct robust quantifications of national oxygen need and production capacities based on various data sources (e.g., health facility assessments, DHIS2, medical equipment inventory), 
  • Develop cost estimates to inform domestic and external resources mobilization (e.g., Global Fund proposals)   
  • Lead development of equipment and funding gap analyzes based on cost estimates and the outputs of the quantifications 
  • Use sensitivity analyzes and develop scenarios (e.g., bed occupancy rates, COVID-19 patients’ numbers) to generate awareness among national stakeholder about the level of uncertainty surrounding these estimates  
  • Leverage GIS data and quantification outputs to make recommendations on oxygen production, storage and distribution infrastructure placement (e.g., PSA plant, VIE tanks, oxygen piping) 
  • Lead preparations of presentations, business cases, executive briefing and other analyses to inform key decision-makers about the relevant supply mix and operating models (e.g., Public-Private-Partnerships) to scale up access to oxygen 
  • At the request of the country teams, participate in and provide technical input during meetings with local stakeholder (e.g., central and local health authorities, health partners, donors) 
  • Develop a strong understanding of national healthcare systems and dynamics, funding mechanism, supply chains, local public and private players, and anticipate new trends that may influence the oxygen access environment 
  • Train and mentor key staff members of CHAI’s country teams on oxygen need quantification and costing methods 

Global level support:    

  • Contribute insights from low-to-middle income countries to support supplier and donor engagements (e.g., demand forecasting, supplier access strategies) 
  • Continuously maintain and update a database of cost estimates and market prices for oxygen-related equipment, devices and products 
  • Assist with markets landscaping through market analysis, collating of market intelligence, and conducting research for price negotiations to support the Global Markets team 
  • Collaborate on the development of technical guidance documents
  • Support the development of concept notes and new projects, and contribute to proposal development  

Global goods creation: 

  • Proactively identify gaps in tools & global resources (e.g., quantification and costing tool, financial modeling), and develop such resources with inputs from end-users 
  • Work in close collaboration with global stakeholders (e.g., UNICEF, WHO, PATH) to support the creation and updating of ‘global goods’ resources (e.g., UNICEF’s oxygen system planning tool)      
Qualifications

We are seeking a highly motivated individual with outstanding analytical, strategic, communication and teamwork skills. The successful candidate will adhere to the core CHAI values of resourcefulness, entrepreneurialism, flexibility, independence, humility, and work ethic. 

  • Master’s Degree or equivalent in finance, economics, data sciences, business management, logistics or other related areas 
  • Minimum 5 years of professional experience in a fast paced, results-oriented work environment (e.g., strategy consulting, medical devices or pharmaceuticals), in roles that demonstrates an ability to conduct quantitative analyses (e.g., forecasting), develop compelling business cases, engage decision-makers and work across multiple teams 
  • An ability to quickly understand new technology and complexities in its design, manufacturing, and usage is a must for this position. Also required is familiarity with commercial aspects of product development, including (but not limited to) formulating profitable business models, identifying and decreasing costs of goods sold, achieving greater economies of scale, maximizing returns on investment
  • Experience and confidence working in a dynamic environment with a variety of stakeholders in external agencies, government partners, and Ministries of Health
  • Excellent communication and presentation skills with ability to write in a clear and concise manner and draft technical advice and guidance taking into consideration the views of multiple stakeholders and partners
  • Excellent interpersonal skills, with ability to work effectively in a multi-cultural and remote environment
  • Ability to be effective in a fast-paced, limited-structure, high-pressure, multicultural environment Ability to rapidly absorb and synthesize a broad range of information, including technical information 

Advantageous Experience/Qualifications: 

  • Full working proficiency in French and/or Spanish
  • Significant work experience in Africa or Asia, ideally in the health care sector working to introduce or scale up essential medicines or medical devices  
  • Demonstrated knowledge of oxygen systems and equipment and biomedical products
