Organizational Setting
The cooperation between the Food and Agriculture Organization of the United Nations (FAO) and the Government of Ukraine has been designed to reinforce national capacities and to contribute to a broader development of agriculture, sustainable management of forests and fisheries, and animal and plant disease control. FAO is providing technical support for climate change adaptation, as well as working with civil society to mitigate soil erosion and degradation. FAO is also contributing to building resilience and boosting development in conflict-affected regions by supporting the economic recovery of farmers and rural communities. FAO’s presence in Ukraine has upscaled and is distributed by offices in Kyiv, Kramatorsk, Mariupol, Zaporizhzhia, and Lviv under the overall responsibility of the Deputy Regional Representative – Programme - in the Regional Office for Europe and Central Asia and managed by the Head of the FAO Office in Ukraine.

Reporting Lines
Under the overall supervision of the Regional Representative and of the de-facto Head of the Office/Budget Holder, the direct supervision of the Head of Office/Programme Officer in Ukraine, the technical supervision of the Lead Technical Officers and in close collaboration with other staff and other projects, the Monitoring and Evaluation / Reporting will be responsible for the provision of support to Reporting, Monitoring and Evaluation of FAO portfolio in Ukraine.

Tasks and responsibilities

M&E:
• Develop and implement a results-based monitoring and evaluation system for tracking project’s performance and results;
• Develop a M&E framework and monitoring plans, timely provide data on project’s progress (outputs, outcomes and impacts), advise on corrective measures to the implementation, and generate learning;
• Revise and develop the M&E tools for concept notes, project documents, work plans and other relevant documents;
• Develop and maintain information systems required for management of data necessary to calculate the the various process, output, and impact indicators required of each of the logical framework;
• Provide recommendations to strengthen project’s monitoring and evaluation, and contribute to project reporting;
• Establish an effective data collection system, including the development and maintenance of database and reporting forms to enable the collection of quantitative and qualitative data;
• Include FAO’s approach to accountability to affected populations, providing frameworks that address and integrate issues such as gender equality, protection, the inclusion of the aged and people living with HIV, AIDS and disability, minorities, and enforcing prevention of sexual exploitation and abuse;
• Assist in designing baseline surveys for relevant indicators;
• Follow-up with each technical team to ensure necessary data are routinely being collected and reported;
• Provide recommendations to strengthen project’s monitoring and evaluation, and contribute to project reporting;
• Establish an effective data collection system, including the development and maintenance of database and reporting forms to enable the collection of quantitative and qualitative data;
• Include FAO’s approach to accountability to affected populations, providing frameworks that address and integrate issues such as gender equality, protection, the inclusion of the aged and people living with disability, and enforcing prevention of sexual exploitation and abuse;
• Undertake field missions as needed, monitor project activities and conduct distribution and post-distribution monitoring.

Reporting:
• Prepare, review, analyse and finalize Project progress reports ensuring provision of inputs in timely quantitative manner; facilitate data collection and analyses, in coordination with project managers, field offices and technical teams;
• Ensure timely preparation and submission of project progress reports for subsequent operational and technical clearance;
• Draft, review reports, ensure programme compliance, and facilitate submissions to Reporting Units and Programme Officer, in consistent and timely manner;
• assist the development of Country reports;
• assist the development of the Country Programming Framework (CPF);
• Provide editing and proofreading of all texts for news releases, feature articles, briefing notes, backgrounders, and other materials for use in the media and distribution to the public, educational institutions, non-governmental agencies, government and UN partners, and donors;
• Contribute to the formulation of project proposals, according to FAO's procedures, with support from the Programme team;
• Contribute to the development of logical frameworks for project revisions;
• Perform any other relevant duties as required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements
• University degree in in Economics, Statistics, Rural Development, Social Sciences or related technical field;
• At least 2 years of relevant experience in M&E applied to development or programmes;
• Working knowledge of English and limited knowledge of another FAO official language (for Consultants). Working knowledge of English will be sufficient for PSA.SBS.

Technical/Functional Skills
• Relevant work experience in M&E and Reporting applied to food security, agricultural and/or development programmes;
• Excellent knowledge of M&E tools and methodologies applied to resilience and agricultural interventions;
• Preferable knowledge of MEAL approach;
• Working knowledge of statistics;
• Good knowledge of using and programming questionnaires in Open data kits (in particular Kobo toolbox);
• Proficiency in MS Office (Word, Excel, Access, Outlook);
• Ability to perform in multi-cultural and multi-disciplinary context;
• Experience in complex/protracted emergencies would be an asset;
• Experience in conflict sensitive and peacebuilding programmes would be an asset;
• Experience with the UN would be an asset.
