Purpose of the position:

Reporting to HEA Manager, the position is responsible to provide technical and administerial support in providing excellence humanitarian actions of the National Office (NO) particularly on increasing disaster management capacities with particular emphasis on disaster risk reduction, preparedness and response following the framework of DRR/DM and in adherence to DM Policy and Standards. This includes: collaboration with Organizational Readiness Officer on organization’s preparedness initiatives, lead disaster responses management and DRR projects; provide DRR technical support to area programmes (AP).

This role will specifically:

  • Collaborate with organizational readiness officer in ensuring the WVDF are prepared to response to humanitarian needs by ensuring all necessary tools, equipments, templates are ready at any given time;
  • Serves as one of the first responders and lead and set-up disaster response operations that meets the global humanitarian standards and WV requirements, policy and standards;
  • Provide support in identification, updating and ensure readiness of National Rapid Response Team (NRRT) based on EMS standards and agreements with other functional departments;
  • In collaboration with other functions internal and external to HEA, facilitate proper closure of disaster response operations;
  • Provide support in organizing, facilitating and management of DRR and DM capacity building activities;
  • Represents WVDF in UN and Government Clusters, Community of Practice (CoP) and Working Groups (WG) as required
  • Demonstrates a Christ-centered life and work in working with the children, families and communities

Major responsibilities:

Disaster Response Preparedness

  • Compile and ready all collaterals needed in setting-up a response operation
  • Collaborate with HMEAL Manager that NRRT are oriented with the rapid assessment processes, HA and all tools are prepared and readied for deployment
  • Provide support to HEA Manager for humanitarian need analysis and crafting of response plans
  • Support in the review and updating of all disaster preparedness plans as scheduled

Disaster Response Operations

  • Manage NRRT for the response to ensure that response objectives and deliverables are met with quality and standards
  • Work with HEA Manager in ensuring response workforce needs are met either through deployment or local hiring
  • Ensure that all response closure requirements are met based on standards and donor requirements
  • Promotes the embedding of humanitarian standards, quality, accountability and learning into all dimensions of disaster management.

DM Capacity Building

  • Collaborate with relevant departments (P&C) in the regular capacity needs assessments, capacity building plans
  • Plan together with P&C in designing relevant capacity building or approved organizational capacity building plan
  • Co-facilitates the conduct NDMT and other DM function related trainings

Technical Support to DRR Programming

  • Support in the review and updating of the National Office and Field Office Disaster Preparedness Plan
  • Facilitates the review of Disaster Risk Profile annually and identification of priorities (location, DRR intervention focus) for DRR programming
  • Facilitate technical support to Area Programme (AP) management in the DRR assessment, design, monitoring and evaluation in collaboration with HMEAL Manager and HFAM Manager

Cluster Representation

  • Represents WVDF in all UN and Government Clusters, technical working groups and community of practice (CoP) as designated
  • Documents and shared key agreements and action required from the engagements

Requirements:

  • Completed Bachelor's Degree on any course related to Social Sciences, DRR and other similar courses
  • At least 3 year experiences working in NGO humanitarian setting especially disaster response operations
  • With experience on Disaster Risk Reduction project management (planning, implementation, monitoring and evaluation;
  • With experience managing disaster response operations
  • Experienced in working with local governments, line agencies, and other humanitarian organizations.
  • With background in disaster risk assessments and planning
  • Familiarity of humanitarian standards used in disaster response operations
  • Excellent writing, communication, coordination, managing skills
  • Good interpersonal and negotiation skills
  • Excellent in operating MS office software and use of technology/platform.
  • Ability to work with limited supervision, lead team of diverse people, can travel to remotes places and can cope with multiple stress including security risk areas
  • Have background/good knowledge and understanding of humanitarian laws and standards
  • Experience in leading cross-organisational team in development of project designs or similar activities
  • Ability to adapt in very fast-paced changing environment
