Purpose of the position:

The position will advance programme/project quality by ensuring effective and efficient processes in designing, monitoring, information management, evaluation, accountability and learning of World Vision’s disaster responses and projects related to Disaster Management and Disaster Risk Reduction (DM/DRR).
Specifically:

  • Ensure that programming decisions are driven by evidences and assessment and design processes are carried out based on accepted standards;
  • Lead an effective (structured, timely and reliable) information management of HEA activities, disaster responses and HEA-led projects;
  • Set-up and manage functional monitoring, evaluation and learning processes and systems that produces accurate, timely, reliable data and management of it that provides for an evidence base for decisions
  • Set-up and manage humanitarian accountability processes in HEA led projects (disaster responses and DRR projects)
  • Collaborate with other HEA functional staff and other departments to ensure that HEA’s mandate and achievements are shared in the organizational level achievement and other reportorial requirements

Major responsibilities:

Assessment and Design

  • Review and update assessment processes and tools that is attune to the current needs, standards and output requirements;
  • Plan and initiate assessment process and manage the data collection (including primary, secondary data, observational data and community feedback) to be used for programming decisions;
  • Provide trainings to National Rapid Response Team on rapid assessment data gathering, analysis and reporting using WV accepted tools/templates
  • Develop response/project logical frameworks (Pathway of Change, Logframe, etc.) using the standard requirements of WV or donors based on the results of assessment information
  • Coordinate with sector or cluster lead or representatives for sector based assessment information and updates
  • Provide quality reviews on the proposals developed, where necessary, before submission to funders
  • Ensure the overall programme design incorporates international humanitarian standards and WV guidance and standards (i.e. Sphere, DADDs, CWBOs, PAF, etc)
  • Provide relevant assessment information to GAM/HFAM for proposal development and donor engagement and to HEA Manager for response/project programming

Monitoring, Evaluation and Learning

  • Develop Monitoring and Evaluation Plans of proposed and existing projects in alignment with the agreed logical framework
  • Ensure that indicators for the proposed projects are aligned with the standards of WV and/or funders
  • Support/Be part of the PDT in setting key project’s performance targets.
  • Plan and manages data collection, analysis and reporting of baselines, real-time evaluation, endline evaluations and reviews
  • Ensure that project profiles are encoded and manage using WV database (Horizon) and other requirements are complied
  • Develop monitoring tools and platform suitable to the requirements of output and activity (monitoring) indicators
  • Develop performance metrics to monitor progress of implementation of grants and PNS projects
  • Provide monitoring data and information results to relevant users (Project Managers, GAM/HFAM) for appropriate data/information use
  • Lead the report writing (30-day, 90-day, midterm and end of project/response) by collaborating with other HEA function staff based on the timelines set by the donor/funders
  • Lead any learning reflections process and documentations from previous responses and projects related to Disaster Management and DRR or as the need arise in the course of project life.

Information Management

  • Establish/update HEA department, projects and responses’ information management systems to meet various internal and external needs.
  • Compile and analyse relevant information to inform project or response design and operational improvement
  • Manage information needs of internal (within WVDF, WV Asia Pacific Region) and external (UN OCHA, UN Clusters, NDRRMC, DRRNetworks)
  • Lead the establishment, maintenance and sharing of UN and other humanitarian coordination groups’ 3Ws/4Ws requirements
  • Maintain and manages project and response beneficiary reached matrix

Humanitarian Accountability

  • Develop and lead the implementation of community consultation and information provision materials for response and projects. Ready HA materials (HA collaterals) for rapid deployment
  • Establish and management feedback and complains mechanisms including PSEA
  • Analyse and produce reports on community feedback and complaints to inform programmatic decision and operational improvement
  • Orient and train staff on humanitarian accountability processes
  • Represents WV in Community of Practice Community Engagement clusters

Requirements:

  • Completed Bachelor's Degree on any course related to Social Sciences, Economics with training background on project development, M&E and statistics
  • At least 5 year experiences working in NGO humanitarian setting
  • With experience on assessment, project designing, setting-up and running M&E system, managing database or information management platform;
  • With research experiences doing research/assessment plans, data collection, data cleaning and analysis and report writing
  • Experienced in working with local governments, line agencies, and other humanitarian organizations.
  • Excellent writing, communication, coordination, managing skills
  • Good interpersonal and negotiation skills
  • Excellent in operating MS office software and use of technology/platform.
  • Ability to work with limited supervision, lead team of diverse people, can travel to remotes places and can cope with multiple stress including security risk areas
  • Have background/good knowledge and understanding of humanitarian laws and standards
  • Experience in leading cross-organisational team in development of project designs or similar activities
  • Experience and with a track record in management M&E systems of grant projects funded by donors such as USAID, DFAT, GAC, World Bank, ADB and EU
