National Consultant - Business/System Analyst for Unique ID

How can you make a difference?

The assignment aims to advance the implementation of the Unique ID Initiative in Timor-Leste, through technical assistance to the Ministry of Social Solidarity and Inclusion (MSSI) to help the Ministry prepare its systems for interoperability with Unique ID.

The business/system analyst will support the MSSI to prepare for the implementation of the Government-wide Unique ID Initiative. She/he will work closely with the Unique ID Secretariat to identify requirements specifications within MSSI, writing business, legal and functional requirements for a Unique ID system that reflect the needs of MSSI, and requirement specifications for connecting MSSI’s databases/systems that include citizen’s identification to the Unique ID system.

WORK ASSIGNMENT:

1. Elicit and identify broad requirements and capture legal, organisational, and technical needs for linking of systems within the MSSI with the GoTL Unique ID system
2. Clearly articulate and document business processes and user requirements from within MSSI for the systems identified as priorities, capturing both the theoretical steps / guidelines and user manuals, as well as the practical uses of systems, including by MSSI staff at decentralized levels
3. Analyze the design of the selected MSSI systems, the extent to which they are compatible with the Unique ID system and identify solutions for interoperability, including data analysis and system layouts. Integrate revisions and finalize based on feedback received
4. Communicate business requirements for linking systems within the MSSI with the Unique ID system to the technical teams and decision-makers within MSSI
5. Draft guidelines for access to information and data exchange protocols with the Unique ID system, including revisions and finalization based on feedback received
6. Analyze overall progress and remaining gaps in preparing MSSI for Unique ID, and document insights arising from the consultancy with regard to the specific needs of the vulnerable population that MSSI serves as pertains to the design and implementation of the Unique ID system.

DELIVERABLES:

1. Report presenting the broad technical, organizational and legal needs for MSSI to link their systems with the Unique ID, including a description of the systems that contain personal information that MSSI currently uses or plans to use, any legal basis for these systems, and any vendor lock-in associated with a given system (month 1 & 2)
2. In-depth report of MSSI business processes and user requirements (month 2 & 3)
3. Report presenting solutions including data analysis and system layouts (month 4 & 5)
4. Presentation of business requirements made to key technical and decision-making teams within MSSI (PPT and attendance list of meetings) - month 5
5. Final guidelines for access to information and data exchange protocols (month 6)
6. Final analytical report on progress made in preparing MSSI for Unique ID, remaining gaps and recommendations on addressing them, and any insights gathered in the course of the consultancy on making Unique ID work for the end-users of MSSI’ services, including vulnerable children, women, and persons living with disabilities (month 6)

To qualify as an advocate for every child you will have…

• Bachelor degree in Management Information Systems, Business Analysis, ICT, or any other equivalent Business development related qualification
• 3 years or more proven work experience as a Business Analyst and/or Systems Analyst
• Certification/Qualification/Training in developing user/business requirements will be an asset
• Experience with architecture, software development, and/or business process modelling methodologies
• Experience translating functional requirements into technical requirements, and vice versa
• Experience working in the public sector is advantageous

• Good command of English (written and verbal) is required
• Good working knowledge of Portuguese is advantageous
