Job Overview: The Program Manager, Economic Empowerment works closely with the West Texas Office for Refugees (WTOR) Senior Program Manager to ensure program quality and client access for WTOR funded partners. The Program Manager, Economic Empowerment with oversee the Refugee Cash and Medical Assistance (CMA) and Refugee Support Services (RSS) Employment programs provided by partner agencies in West Texas through monitoring, evaluation, and the provision of technical assistance.

Major Responsibilities:

Program Support and Technical Assistance Management:

·Ensure program quality and client access to CMA and Employment programs in WestTexas.

·Ensure CMA and Employment programs operate within federal and stateregulations.

·Monitor performance and outcomes of West Texas partner activities as they relate to CMA and Employmentprograms.

·Conduct monthly meetings with partner CMA and Employment direct service staff to foster a partnership of open communication and support.

·Work closely with WTOR’s Data Associate toanalyzedataonstatisticsandtrendsrelatedtocontractdeliverablesforreportingpurposes and to determine need for technical assistance to WTOR partners.

·Conduct routine desk monitoring to ensure ongoing compliance in CMA and Employment programs. Provide desk review monitoring summaries to the Senior Program Manager for review.

·Actively participate inannualon‐site and/or remote monitoringactivitiesincludingcasefilereview,activityandserviceobservations,staffandclient interviews, and exit meeting preparation for CMA and Employment programs.

·Coordinate with WTOR team to make fiscal year funding allocationdecisions.

·Contribute to the preparation and review of WTOR funding opportunities, partner plans of operations, proposed outcomes, andbudgets.

·Collaborate with East Texas Office for Refugees (ETOR) on working groups as needed.

·Other duties as assigned.

Technical Support:

·Provide technical assistance and troubleshooting to partner agencies throughout the development and life cycle of eachcontract.

·Conduct monthly check in meetings with partners to discuss progress and challenges related to meeting CMA and Employment programgoals.

·Identify training needs related to the delivery of CMA and Employment programs in the region.

·Coordinateand facilitate partner trainings designed to improve program quality and servicedelivery.

·Other related duties asassigned.

Job Requirements:

Education4-year college degree in relevant field required. Graduate degree in management, international relations or social work preferred

Work Experience3 years of experience with federal program oversight (preferably Office of Refugee Resettlement programs), monitoring, compliance, and reporting.

Demonstrated Skills and Competencies:

·Experience with refugee populations or other similarly vulnerable populationspreferred.

·Demonstrated success working and communicating effectively in a multi‐culturalenvironment.

·Proven ability to contribute both independently and as a key teammember.

·Self‐starterwithexcellentproblem‐solvingskillscombinedwiththeprovenabilitytomulti‐task,prioritize duties, and manage timeeffectively.

·Proficient in Microsoft Office applications (Word, Excel, Outlook); Experience with databases and applications preferred.

Language Skills: Fluency in written and spoken English.

Working Environment:

Standard work environment. Expectation to travel within local community for partner meetings and events. Oversight of staff in remote field sites. Expectation to occasionally travel and participate in meetings throughout the West Texas region and/or statewide.
