UNICEF Office in Turkmenistan is looking for a qualified candidate, who will provide technical and managerial support, including coordination of climate change and DRR portfolio, and effective teamwork for the implementation of country emergency preparedness (and response, in the event of emergency), in collaboration with national partners, UN agencies and team members in the office.

To support and expand the country office efforts in implementation of the disaster risk reduction and climate change adaptation measures as well as to advance the survival and the well-being of children and mothers and communities, by strengthening preparedness and response in emergency situation, UNICEF is seeking an Emergency Officer  with focus on Climate Change, Disaster Risk Reduction, emergency preparedness and WASH in emergencies.

How can you make a difference?

UNICEF Office in Turkmenistan is looking for a qualified candidate, who will provide technical and managerial support, including coordination of climate change and DRR portfolio, and effective teamwork for the implementation of country emergency preparedness (and response, in the event of emergency), in collaboration with national partners, UN agencies and team members in the office.

Purpose for the job: Under the supervision and guidance of the Deputy Representative, you will be responsible for the technical contribution to the development, planning, implementation, monitoring and evaluation of the climate change adaptation, disaster risk reduction, and emergency preparedness interventions to support the survival and well-being of children and mothers and advance the state of preparedness in Turkmenistan.

Summary of key functions and accountabilities:

Within the delegated authority and under the given organizational set-up, the incumbent contributes to achievement of results according to plans, allocation, as well as UNICEF’s Country Programme Document, Strategic Plans, standards of performance, and accountability framework.

Areas of major duties and expected results:

  1. Ensure that climate change adaptation and disaster risk reduction, including prevention, mitigation, preparedness, and response measures are mainstreamed in the country office's workplans.
  2. Climate change adaptation and disaster risk reduction initiatives with the Ministry of Education and other partners are planned, implemented, monitored and reported, and receive the required technical and management support.
  3. Sectoral inputs are provided to office’s Emergency Preparedness and Response plans and initiatives, including the Situation Analysis and other national frameworks, strategies and related documents.
  4. Professional contributions are made to the formulation of emergency plans of action, contingency plans, and monitoring of compliance with plans of action. Emergency preparedness and response plans integrates gender issues that may be expected to intensify during emergencies.
  5. Staff and partners’ capacities in emergencies preparedness and response is effectively supported for the enhancement of the emergency preparedness and response capability of the office and national partners.
  6. Support UNICEF emergency preparedness initiatives, including estimation and storage of emergency supplies, stand by partnership arrangements and agreements with National Red Crescent Society of Turkmenistan (NRCST), Ministry of Defense and other national partners, to strengthen readiness and capacity for timely response.
  7. Ensure that WASH issues are mainstreamed in the country office's workplans and support implementation, monitoring and reporting of WASH initiatives.
  8. In the event of an emergency, substantive assistance is provided in sourcing official information on the nature and scope of the emergency, implementation of emergency plans of action, workplans, emergency appeals, monitor emergency funds, and support mobilization of resources.
  9. Lessons learnt from implementation of partnership agreements and the conduct of UNICEF supported emergency preparedness and used to strengthen programme and as best practices.

To qualify as Emergency Officer (Climate Change, DRR and Emergency Preparedness), you will have..

Education

- Advanced university degree in the area of Environment Studies, Public Administration, Management, Social Science, Education or other related fields.

Work experience

- At least 3 years of professional work experience in the field of climate change adaptation, disaster risk reduction and/or emergency preparedness.

- Previous experience of working with UNICEF/UN is an asset.

Language Proficiency

- Knowledge of English language is required. Knowledge of Russian or Turkmen language is an asset.
