Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices\: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. The departmental operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.

The Division of Information Management comprises four Sections and provides the Department of Safeguards with data processing services, secure information distribution, information analysis and knowledge generation necessary to draw independent, impartial and soundly based safeguards conclusions.


Main Purpose

Reporting to the Team Leader (SGIM) and in close collaboration with the Data Scientist, the Associate Data Scientist supports the development and enhancement of analytical tools and statistical models supporting safeguards analysis and the drawing of safeguards conclusions. He/she contributes to the development and implementation of appropriate analytical models to integrate existing and new safeguards tools in support of the Department's objectives with regard to nuclear verification related evaluations.


Role

The Associate Data Scientist is\: 1) a team member, contributing to data science projects within the Division and the development of analytical models and algorithms; 2) a researcher/analyst, developing mathematical and statistical techniques to enhance information analysis; and 3) a collaborator, contributing to broader efforts to develop and improve information analytical capabilities across the Department.

Support the Divisional efforts to develop and enhance analytical tools and statistical models to support safeguards business objectives by identifying valuable data sources of safeguards-relevant information and automating collection and analysis processes.

Contribute to the development and application of technologies, such as machine-learning models and deep-learning algorithms, to enable advanced product functionality.

Provide input to the development of processes and tools to monitor the model performance and accuracy of analytical tools and statistical models.

Contribute to the development and testing of effective metrics, key performance indicators, and visualization techniques.

Contribute to the development and maintenance of effective standards, guidelines and operating procedures for the use of data science tools.

Participate in meetings and provide internal training on data science approaches, tools and techniques.

Qualifications, Experience and Language skills

Bachelor's Degree - University degree in data science or a related field, e.g. applied mathematics, statistics, scientific computing.

Minimum of two years of relevant working experience in a data science environment contributing to data science projects.

Experience in machine learning methodologies, for example, supervised and unsupervised learning, deep learning, etc. and in building rapid prototypes.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $48805 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 23524, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
