Purpose of the Role

The IRC Clinical Supervisor will be responsible for the management of the IRCs Primary Health Care Center (PHCC) activities in the Rohingya Refugee Camp, Cox Bazar. Clinical Supervisor will ensure a good quality, timely and continuity of primary health care services from the respective facility to clients/communities.

 

The Clinical Supervisor will assist Senior health Manager to oversee facility and staff daily performance to ensure a high level of ethical and professional standards. Clinical Supervisor will take charge of the PHCC team including the provision of high-quality emergency and primary healthcare services to the local catchment populations.

 

Highlights of Key Responsibilities

 

Clinical supervision and technical support:


1. Helps to ensure that a medical facility and its staff maintain a high level of ethical and professional standard.
2. Works to improve the delivery of high-quality healthcare service to meet national and WHO standard.
3. Counsels and train newly hired clinical staff and supports clinical staff in the effort to serve patients adequately.
4. Conduct on job mentoring for clinical work to obtain/ refresh clinical skills to improve their changes of career advancement and to enhance the quality of services offer in facilities.
5. Ensure the availability of essential drugs and medical supplies at the facility as per the approved tracer drug list.

6. Review laboratory reports and advice for additional investigations or referrals as may be
required depending on the clinical condition.
7. Together with the Supply Chain, develop list of drug and medical/logistics supplies for procurement based on the approved essential drug list/Procurement plan. Coordinating with Country Pharmacist to update the Essential Drug list from Global Essential Drug List and prepare waiver form for inclusion if needed.
8. Ensure that national protocols and guidelines are available in all facilities and that clinical staff are adhering to those protocols and guidelines in their day-to-day work.
9. Lead the effort of linking service to the community by effectively learning and promoting health programs for the community.
10. Lead the recruitment, hiring and training of clinical staff.
11. Evaluates the job performance of clinical personnel.
12. Regularly assesses the facility to recommend modifications or changes in processes to ensure services are friendly, available, and acceptable to clients.
13. Ensures that all clinical staffs are accurately notating patients’ electronic health records.
14. Strictly follow up the medical and operational supply chain system, stock recording, timely ordering for the supplies and accountability in relation to the warehouse and using of supplies including medicines and medical items.
15. Promote the culture of learning and documentation so that lessons learnt, and good practices are documented and shared for institutional memory and learning. Ensure that field experiences are documented and used to advocate on behalf of the communities.
16. Works closely with other IRC programs present in same location, such as women protection and empowerment, child protection, protection rule of laws, and education ensuring integrated program to the extent possible.
17. Promote the quality of IRC's primary healthcare facilities by ensuring quality standards are met, and mechanisms for quality assurance mechanisms checks are in place. Regularly reports on status of quality for the health facility.

Staff supervision and development:


1. Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
2. Direct supervision of Medical Doctors’, Lab Supervisor, Community Outreach Officer, Facility Support Senior Officer, IPC officer of PHCC.
3. Ensure on job capacity building opportunities for staff on technical skills.
4. Build capacity of medical doctors through coaching and monitoring.

Management and Reporting:

1. Raises Purchase and Payment request for Health Program and Support team specified by Donor/Grants.
2. Ensure that staff are capturing data correctly and are reporting accurate data in a timely manner.
3. Contribute to prepare internal and external reports (such as narrative reports from field visit, Donor Report, Weekly report for field office, DHIS data reports) within agreed deadlines using IRC and donor formats, as required.
6. Contribute to development and maintenance of effective and efficient oversight, support, quality control and reporting systems and processes.
7. Overseeing the collection and timely reporting of program data and indicators for primary healthcare program in line with IRCs guidelines and according to internal and donor requirements, ensuring timely collection and entry of program data.
8. In coordination with senior health manager, activity development and maintain effective working relationship with key stakeholders, government actors, UN Agencies, International and Local NGOs, and other relevant actors in Sector and the field level.

Other Duties:


1. Consistently and proactively monitor all assesses the safety and security of field teams, promptly reporting concerns or incidence to supervisor/IRC management and liaising with other external parties as required to maintain/ enhance security environment.
2. Other duties as assigned by the supervisor to enable and develop IRC Program.
