The purpose of the Project Development Manager is to be responsible for the design, development and implementation of the Livelihoods and Food Security CC programme and contributing to integrated programming in the Mozambique Country Start-Up, with a focus on cash and markets, in the Northern Region Mozambique. The LFS PDM manages the LFS team and ensures capacity building and transferring knowledge to the technical team. The PDM will further develop and lead NRC’s LFS Response portfolio in northern Mozambique.  This position has a three-pronged approach:

1. Emergency Livelihood Provisioning / Meeting Basic Needs: Protect and stabilize affected people for the various crises in the region, seeking to ensure access to adequate and essential MVSA needs necessary for survival.

2. Early Recovery Livelihoods Protection: Support restoration and protect affected people to prevent the erosion of their assets to minimize negative coping strategies and increase their resilience.

3. Durable Solutions Support Economic Inclusion Activities: Support the development and capacities of affected people to achieve lasting economic inclusion.

 

Role and responsibilities

Generic responsibilities

  1. Develop the LFS Core Competency strategy, technical SOPs / guidelines and Macro LFAs
  2. Compliance and adherence to NRC policies, LFS CC tools, handbooks and guidelines
  3. Responsible of development and manage funding proposal, project budgets and donor reports
  4. Overall management of assigned project staff
  5. Coordinate and manage LFS CC project implementation and LFS components of integrated projects (activities, budget and project documentation) in line with proposals, strategies and donor requirements   
  6. Ensure capacity building of project staff and transfer key skills

Specific responsibilities

  • Contribute to development of the country strategy and further develop the initial LFS Response and Mozambique strategy.
  • Develop and implement strategies and approaches based on a holistic view that includes:
    • "Food systems" to increase people's resilience and food security.
    • Promote sustainable livelihoods and food security responses, with a vision in circular bioeconomy
    • Be evidence-based and follow a "do-no-harm approach" in line with the overall NRC strategy at country and regional level.
    • Lead the expansion of LFS activities with the introduction of agricultural and market programs, in close coordination with the relevant stakeholders.
    • Lead the development of the Livelihoods and Food Security (LFS) Core Competency Strategy including contributions to the Economic Inclusion portfolio (CBIs and market-based approaches)
  • Develop and follow up on detailed project work plans, procurement plans, spending plan, M&E plan and recruitment plan for LFS projects in the Northern region of Mozambique
  • Contribute to the institutionalization of cash-based interventions and market-based programmes though capacity building and interdepartmental engagement.
  • Gather and analyse food security and livelihoods related data (food security, market and employability, CBI assessments) from target or proposed target populations, as part of integrated or joint assessments, and use this in response analysis to develop contextually appropriate, technically sound new projects and programmes.

Professional competencies:

  • Minimum first level university degree/Bachelor’s Degree in relevant and related field.
  • Minimum 5 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in various complex and volatile contexts
  • Technical Livelihoods & Food Security expertise
  • Documented results related to the position’s responsibilities
  • Proven ability to work effectively across cultures, in sensitive environments and with stakeholders at all levels.
  • Sound knowledge and skills in resilience / DRR approaches including environmental analysis, gender and conflict sensitive programming, market analysis, cash-based interventions and market-based programmes.

Context/ Specific skills, knowledge and experience:

  • Previous International Development or Humanitarian experience, preferably with sub-cluster coordination, facilitation of groups in conflict, and interest-based negotiation
  • Knowledge of working in an emergency context, preferably in the context of Mozambique
  • Previous experience in geographical or operations mapping
  • Fluency in English and excellent writing and communication skills
  • Fluency in Portuguese and/or Spanish highly desirable
  • Proven ability to operate under strict deadline and high level of discipline and professionalism
  • Experience with start-up, or similar

Additional Details:

Duty Station: Mueda,  Mozambique

Type of Contract: 24  months renewable based on funding, performance, and the need for position

Salary: Based upon the NRC grading Scale

Travel: 50% 

Language: Fluency in English and Portuguese is highly desired.
