Organizational Setting

The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows\: “MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose”. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.
The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises state of the art hardware and software platforms in a partially decentralized environment. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.
The IAEA's Enterprise Resource Planning (ERP) system, known as the Agency-wide Information System for Programme Support (AIPS), was implemented in a multi-phased phased approach beginning in 2011 and completing in 2017. AIPS provides a single, fully-integrated solution that standardizes and improves efficiency of business processes by leveraging the Oracle ERP suite of products. AIPS encompasses 8 business domains\: finance, procurement, programme and project management, planning and budgeting, human resources and payroll, contacts, travel and events management. The AIPS Management Section (AMS) within the Division of Information Technology manages the operations, maintenance, improvements, and support for the AIPS system in collaboration with business process owners. The AMS Section consists of approximately 20 staff members and is led by a Section Head, who reports to the Director of Information Technology/CIO.

 

Main Purpose

 

The ERP Functional Lead, Travel and Event Management is a member of the AIPS Management Section (AMS) and reports directly to the Section Head, AIPS Management Section. He/she provides professional and expert advice on Travel & Meetings to the AMS and its internal customers. He/She applies specialist functional and technical knowledge to support the delivery of IT services aimed at supporting the IAEA’s ERP system known as AIPS (Agency-wide Information System for Programme Support).

 

Role

 

The ERP Functional Lead, Travel and Event Management is\: a functional knowledge expert, providing definitive knowledge and the corresponding business processes; a level 2 support agent, addressing issues and requests not resolved by the first level staff and providing expert guidance on AIPS application; a configuration manager maintaining configuration information for the AIPS modules. The knowledge is applied to manage and resolve incidents and problems as well as design and implement changes related to the above areas of the AIPS system.

 

Functions / Key Results Expected

 

Provide AIPS Travel and Events Management functional and technical application support to the business users and staff at large.
Lead all the related integrations and interfaces with Travel and Events Management solution
Coordinate all the Agency and external contractor resources working for the AIPS Travel and Events Management domain.
Resolve application service requests (incidents, problems, work requests) and identify business process improvement opportunities. Provide system solutions and lead them in implementation.
Manage and implement application change requests (new features, new RICEFW components, configuration settings, modifications to existing features).
Manage the configuration of live ERP modules in the area of Travel and Events Management and its integrated modules.
Contribute to the development and implementation of user support and training modules & manuals.
Lead the implementation of upgrade projects for Travel and Meetings module.
Work collaboratively with other AMS functional leads in designing, developing, testing and deployment of solutions involving cross functional areas.
Support training team to impart the training to end users.

Qualifications, Experience and Language skills

 

Master's Degree - Advanced University Degree in Management, Accounting, Information Technology or related area.

Bachelor's Degree - A first level university degree in Management, Accounting, Information Technology or related area with three additional years of experience may be considered in lieu of advanced university degree.

At least 7 years of progressively responsible experience working with the design of technical architecture, the implementation of infrastructure and the post go-live support for an enterprise scale solution, preferably Oracle E-Business Suite. Out of the total minimum of 7 years, at least 2 years of experience working with custom development on the technology platform relevant for Oracle E-Business Suite.
Strong business knowledge in Travel and Events Management domains, with good understanding of the requirements in the international public sector.
Strong knowledge of secure coding techniques and information security.
Ability to troubleshoot complex issues, test system patches and conduct regression tests.
Experience in maintaining and documenting the configuration of live ERP modules and its related changes in the area of Travel and Events Management.
Ability to promote knowledge management initiatives, particularly through cultivating a culture of information and knowledge sharing.
Experience working with and managing contractor resources including offshore resources
Familiarity with PRINCE2 and ITIL an asset.
Familiarity with report creation in E-Business Suite preferably on the OBIEE platform.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $74913 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 36108, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
