STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A graduate university programme in Economics, Statistics, Mathematics, Food Security, Natural Sciences, Agriculture, Development Studies or similar relevant discipline

Years of Experience:5 years of work experience in data collection, management of databases, field assessments, or monitoring and evaluation.


Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

ORGANIZATIONAL CONTEXT

WFP Libya is operating in a very complex context with migration agenda as well as humanitarian and development needs in-country. WFP remains committed to performance management and determined to strengthen its accountability. It has become vital for WFP to present robust and evidence-based results against resources deployed in the line of sight. Accountability to affected populations as well as to governments, national and international partners, and donors is a priority. When credible and evidence-based information generated from WFP’s monitoring systems is used to ask the right questions and provoke reflection, then sound management decisions can be made on operational design, planning, and implementation, which also will influence positive operational effectiveness, impact, relevance, efficiency, and sustainability.

JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

1. The data analyst will be responsible for analyzing outcome and output monitoring data and contribute to the monthly M&E dashboard and bi-annual M&E report based on the analysis findings.

2. Work closely with WFP Libya COMET Focal Point for the greater utilization of COMET data and for the greater improvement in the data quality

3. Support analysis and reporting of household survey (both quantitative, qualitative data)

4. Support analysis of market data (time-series of food commodity prices)

5. Support the development of innovative data collection tools and methodologies.

6. To produce an automated dashboard or regular visually accessible reports for senior management and other units;

7. Provide technical guidance, interpretations and recommendations to develop programme activities and to facilitate the effective reach of food assistance needs.

8. Support the monitoring and evaluation of WFP activities by providing technical knowledge to support the assessment of activity impact

9. Perform accurate, timely recording of data within the specific technical area of work (e.g. food security and vulnerability assessments) following corporate standards and guidelines.

10. Ensure that output and outcome indicators are reviewed periodically and modified based on measurement trends and feedback.

11. Contribute to the development of the Theory of change results for different programmatic areas

12. Review evaluation reports and provide feedback and suggestions

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Proficient in statistical packages (SPSS), Good knowledge of Excel, Microsoft Word, and PowerPoint.

Experience with survey data statistics (design and analysis); Strong analytical and data interpretation, data visualization skills.

Experience in using analysis software including SPSS, Tableau, R, and other analysis software. Optional: Mapping skills (QGIS or ArcGIS)

Reliability, attention to detail, and problem-solving skills are highly appreciated.

Teamwork and good social skills.

Ability to work both collaboratively and under minimum supervision, and under tight deadlines.
