THE ASSIGNMENT

Under the supervision of the International Development Law Organization (‘IDLO’) Country Manager and in close collaboration with other Experts, the Interpreter/Translator will provide technical assistance during the competition for the membership of the High Qualification Commission (HQCJ) of Judges and the competition/vetting for the membership of the High Council of Justice (HCJ) of Ukraine within the overall goal of strengthened capacity and integrity of Ukraine's judiciary. More particularly, the Interpreter/Translator shall assist the HQCJ Selection Commission and/or the HCJ Ethics Council with translation and consecutive/simultaneous English-Ukrainian and/or Ukrainian-English interpretation during Commission/Council work and meetings and other project-related activities.

This position is full-time.

Ukraine’s justice sector reform, implemented since the 2014 Revolution of Dignity, included a number of hallmark legislative initiatives and constitutional amendments that signaled the country’s readiness to build a state of rule of law through reform and reorganization of the judiciary.

In this context, the reform of the HQCJ and HCJ is seen as a critical step forward by most independent observers. 

IDLO plans to contribute towards the realization of the above goal by: (a) supporting the work of international members of the HQCJ Selection Commission and HCJ Ethics Council; (b) seconding interpreters/Translators and national legal experts to the respective Secretariats to be established under the Selection Commission and Ethics Council. 

Summary of functions:

The interpreter will perform the following duties:

• Assist international members of the HQCJ Selection Commission and HCJ Ethics Council in carrying out their functions specified in the law and prescribed in the Rules of procedure
• Translate application forms and supporting documents from Ukrainian into English
• Translate relevant information received by the Selection Commission and Ethics Council from Ukrainian to English 
• Translate information requests and questionnaires issued by the Selection Commission and Ethics Council from English into Ukrainian 
• Assist international members of the Selection Commission and Ethics Council with consecutive/simultaneous interpretation from English to Ukrainian and vice-versa in their communication with the Ukrainian members of the Selection Commission and Ethics Council, respectively, Secretariat members, candidates, and other stakeholders
• Provide consecutive/simultaneous interpretation from English to Ukrainian and vice-versa during working level and official meetings of the Selection Commission and Ethics Council 
• Produce an accurate written translation of legal and other project-related texts from English to Ukrainian and vice-versa
• Assist international members of the Selection Commission and Ethics Council in performing their day-to-day tasks
• Assist IDLO in carrying out project-related activities by providing written translation and consecutive/simultaneous interpretation from English to Ukrainian and vice-versa.

Specific responsibilities will include:

• Proofread translated texts and ensure that no typographical errors occur in the final text
• Ensure consistency of translation within documents
• Ensure the highest standards of translation/interpretation, including excellent vocabulary, syntax, expression, and grammar, as well as relevant technical terminology
• Meet the deadlines and be available for comments and corrections.

IDEAL CANDIDATE PROFILE

Education and experience

• University degree
• Minimum of 3 years of demonstrated experience in conference interpretation and translation

Languages

• Excellent written and spoken command of English and Ukrainian mandatory

Technical and behavioral competencies

• Understanding of advanced technical and legal vocabulary required
• Focus on quality: the ability to work with a high degree of accuracy and attention to detail in a busy environment
• Possess good interpersonal and communication skills
• Ability to work with minimum supervision and handle stress
• Flexible approach, able to work in complex situations.
• Good team player, positive attitude, flexible, and comfortable in working in multi-cultural settings.

TERMS AND CONDITIONS

The selected candidate will be offered a Single Engagement contract for a period through March 31, 2022.
