In 2006, CHAI signed an MOU with the Malawi government to strengthen health systems in the most challenged districts, provide national support to HIV/AIDS drug pricing and programmatic work, support the pilot and scale-up of prevention of mother-to-child transmission of HIV (PMTCT) initiatives, expand access to ART for children, strengthen Malawi’s lab system, and scale up an integrated nutrition program for children. CHAI’s support to Malawi has expanded to include Human Resources for Health, Vaccines, and Health Financing.

 

Position Overview:

 

CHAI Malawi is looking for an Senior Program Manager to lead a diverse set of programs designed to improve access to and quality of care for people living with HIV and AIDS,HIV Advanced Diseases, Tuberculosis and HIV prevention services in Malawi.  The programs in the cluster are designed to strengthen the existing Infectious Diseases service delivery system and they include:

  • Operational research that drives Policy on the Ministry of Health and Population(MoHP) strategizing on evidence based scale up of new initiatives
  • Technical support to the Ministry of Health and Population to improve planning, implementation, monitoring and reporting on Infectious Diseases service delivery
  • Technical support to MoHP on eHealth interventions to improve delivery of laboratory services across the infectious disease areas

The SPM reports to the Country Director and manages a high-achieving team of 16+ to deliver multiple deliverables under the different programs.  The SPM provides leadership and strategic thinking around program direction, ensures high quality program deliverables, and manages human resource issues within the cluster.  The SPM will need to take a broad view and ensure effective linkages and synergies among the programs.  The SPM is also a member of the Senior Management Team, which makes decisions for the CHAI Malawi office as a whole, and ensures effective linkage and reporting between the CHAI Malawi office and the relevant CHAI global teams.  Lastly, the SPM will provide strategic direction in proposal development towards new initiatives that pertain to the work of the Infectious Diseases cluster. 

 

This is a challenging, but rewarding position, which will have direct impact on hundreds of thousands of people affected with infectious diseases in Malawi. Responsibilities

The SPM will have overall responsibilities for all of the programs in the cluster.  Specific responsibilities include to:

  • Manage a team of highly motivated, smart, high performing individuals with diverse work and educational backgrounds and work with HR to lead and support talent management initiatives, succession planning and continuous feedback;
  • Provide support to HR  and assist in the process of hiring, promotion, and teambuilding to ensure effective team staffing, administration and performance in a multicultural environment;
  • Provide oversight support in grant Management to the Finance Manager in development of tools and processes to support with the work planning, budgeting, execution, monitoring and reporting programmatic progress;
  • Provide direct support to Program Managers in grant management and tracking;
  • Manage and coordinate activities across multiple work streams, managing communication with CHAI global support teams, and ensuring monitoring, evaluation and reporting requirements to program donors are met;
  • Promote effective communication within the Infectious Diseases cluster in order to ensure well-coordinated work streams and external communications to partners;
  • Support Programs strategic planning and budgeting processes related to the Infectious Diseases work streams and oversee project performance against work plans and budget;
  • Support Program implementation and execution of data driven interventions to support changes in policies, guidelines, and operational change involving the government, partners and other stakeholders;
  • Provide technical guidance and oversee quality of deliverables and ensure that communications and work products that are shared externally meet CHAI standards;
  • Provide support in identifying strategic areas for expansion or redirection and guide strategic planning or proposal development as needed;
  • Maintain expertise in the areas included in the cluster in order to be able to provide effective technical guidance to the Malawi government;
  • Provide support in effective documentation and file management within the programs;
  • Develop and manage key relationships with government and nongovernmental stakeholders;
  • Represent the CHAI Malawi office at local and international meetings, as designated by the Country Director;
  • Participate in Senior Management Team meetings and functions and provide guidance and support on issues that affect the entire CHAI Malawi office;
  • Provide support in hosting global visitors and facilitate effective use of their time by ensuring that there are clear TORs of the visit with deliverables; AD to approve all global visitors’ TORs and ensure that the Country Director is informed of any global visit;
  • Perform any other tasks assigned by the Country Director.
Qualifications
  • A minimum of a Master’s degree from a well-recognized, high-calibre institution in a relevant field or equivalent work experience
  • A minimum of five years of experience in a private or public sector enterprise, with increasing levels of responsibility and experience managing individuals and teams
  • Strong knowledge of public health programs and approaches in resource-limited settings, strong knowledge of HIV will be a plus
  • Strong program management experience including managing and recruiting teams, planning, developing and evaluating budgets, creating and implementing work plans, and monitoring both program and staff performance
  • Excellent verbal, visual and written communication skills and ability to present a case persuasively
  • Natural ability to build strategic relationships and interact with individuals of different backgrounds
  • English language fluency, both written and verbal
  • Good strategic thinker able to think creatively around long-term program objectives and the detailed steps necessary to achieve these goals and problem solving skills
  • Ability to multi-task and to be effective in high-pressure situations, and able to adapt to fast-paced and changing environments, both internally and externally
  • Ability to work independently on complex projects and solve challenging problems with limited structural or operational support
  • Strong analytical skills and technical proficiency with MS Excel and PowerPoint
