The Science, Technology and Innovation Directorate (STI), in line with the strategic objectives of the Secretary-General, helps OECD Member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added.

The Digital Economy Policy (DEP) of the STI is responsible for developing evidence-based policies through multi-stakeholder processes that i) stimulate the growth of an accessible, innovative, open, inclusive and trusted digital economy for sustained prosperity and well-being, and ii) leverage the potential of ICTs, in particular, the Internet, and digitisation to achieve key socio-economic goals such as improving productivity, providing opportunities for new jobs, contributing to mitigate environmental pressures and improving health outcomes and the quality of life in general. A strong measurement agenda builds the evidence base upon which policy recommendations are derived.  DEP collaborates with other parts of the Organisation on horizontal issues such as information and communication technologies (ICT) in health, taxes, trade, productivity, ICT skills and ICT effects on labour markets. DEP is responsible for, among other things, maintaining the Global Recalls Portal, the Going Digital Toolkit, the Broadband Portal and the OECD.AI Policy Observatory.

STI/DEP is looking for a motivated Senior Policy Analyst/Economist to join the Digital Economy Policy Division in charge of the portfolio on data governance and privacy.   This includes leading the OECD’s team of policy, economic and legal experts tackling the complexities of data governance and privacy in the digital age. In this exciting role, the selected candidate will develop and implement a vision for the OECD as a leading forum for setting and implementing norms and standards to advance trust, at the domestic and international levels, through data governance and privacy policy recommendations, evidence and measurement. The position will include a leading the OECD’s work on data policies in other international forums including the G7 and the G20.

The selected candidate will work under the supervision of the Head of the Digital Economy Policy Division in the STI.

Main Responsibilities\:

Management and leadership

  • Manage the activities of the Working Party on Data Governance and Privacy (WPDGP) including\: i) overseeing the organisation of meetings of the WPDGP, its bureau, and informal expert groups, as well as the preparation of documents and implementation of decisions of, and ensuring that the work by WPDGP is regularly presented, well understood and approved by the CDEP; ii) monitoring budget expenditures; and iii) overseeing internal and external communications, briefings, accession reviews of new countries as relevant, stakeholder interactions, and global relations.
  • Recruit, supervise and mentor Secretariat staff and external consultants to support the work of the WPDGP.
  • Collaborate with other Working Parties in the Digital Economy Policy Division, and other OECD Divisions as relevant, on key topics and cross-cutting issues.
  • Support the digital workstreams of the G20 and G7 when they feature topics of data governance and privacy.
  • Contribute to the development of the CDEP’s biennial programme of work and budget in the areas impacting data governance and privacy.
  • Participate in the executive management of the DEP Division with the Head of Division and other DEP’s senior staff.

Analysis and drafting

  • Supervise and carry out policy analysis at the intersection of the development of new technologies and privacy and data governance including, but not limited to, cross-border data flows, government access to personal data held by the private sector, the interoperability of privacy regimes, data localisation, cross-border enforcement cooperation and enhancing the use and sharing of data.
  • Contribute to the preparation and drafting of country reviews and flagship publications.
  • Develop sources of quantitative and qualitative information and indicators.

Liaison and communication

  • Establish and maintain excellent contacts with privacy enforcement authorities and delegates to the WPDGP, the Chair of the Working Party and its Bureau.
  • Establish and maintain professional contacts within the OECD and with outside individuals and organisations in the field of privacy and data governance as well as related areas.
  • Participate and represent STI/DEP and the OECD in meetings of national government delegates and experts from the private sector, civil society, the Internet technical community, academia and other intergovernmental organisations in connection with the Organisation’s work programme in the above areas.
  • Contribute to the external visibility of the DEP Division, for example by participating and presenting work at workshops, conferences, etc.
  • Participate, as required, in horizontal and multidisciplinary projects and activities of the DEP, the STI and the OECD.
  • Provide written and oral briefs on relevant issues to STI Directors’ Office and Office of the Secretary General;

Ideal Candidate Profile

Academic Background\:

  • An advanced university degree in public policy, law, economics, or a related subject.

Professional Background\:

  • A minimum of eight years’ experience in international comparative policy and quantitative analysis in the areas of privacy, data governance and/or data policies.
  • Strong preference for expertise in privacy and data protection preferably acquired in a national administration, such as a Ministry or regulatory agency dealing with privacy, data governance and data protection, or international organisation.

Tools\:

  • Experience in budget management tools.
  • Experience in the use of computers for data management and analysis.
  • Experience in the use of communication networks as working tools.

Languages\:

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • Two-year fixed term appointment, with the possibility of renewal.
