Within the Executive Directorate, working closely with business partners, the Digital, Knowledge and Information Service (EXD/DKI) designs and provides secure digital solutions, IT and information management services and the technologies to deliver efficient corporate services, meet business partners’ needs and to support and enhance the OECD’s global role in building knowledge, communicating with the world and interacting with governments to inform and influence policy-making.

 

The Development and Operations Division (DKI/DOD) brings together development and infrastructure operations managed by EXD/DKI to accelerate development cycles and increase the robustness and security of software releases through agility, standardisation and the consolidated lifecycle management of applications and IT infrastructure.

 

DKI/DOD is looking for a Cloud Network Engineer to join the Cloud & Infrastructure Management team planning, implementing, documenting and operating a multi-service, wired and wireless network infrastructure. Reporting to a Team Lead, this person will have strong technical skills complemented by good interpersonal skills and rigour; s/he will participate in network engineering activities and will be an integral part of the team.

 

Main Responsibilities

 

Network Infrastructures and Services

 

  • Contribute to design, manage and maintain the Organisation's multi-service wired and wireless network infrastructure and operational procedures to assure secure, resilient, cost-effective network services to authorised users.
  • Evaluate and recommend technical solutions to ensure the evolution of network infrastructures and services to respond to the Organisation's growing requirements, this would include conducting financial analyses of proposals.
  • Manage network and multimedia-related projects.
  • Oversee the scheduling, production and distribution (through the OECD Web TV) of daily and on-demand Webcasts.
  • Architect infrastructure services and provide support for multimedia and webconferencing.
  • Work in close collaboration with other teams to provide network-related expertise and to facilitate the successful and timely delivery of digital solutions.

Keep abreast of emerging trends in network architecture. Apply new techniques and trends, in-line with the overall objectives and risk tolerance of the OECD.

 

 

Cloud Networks

 

  • Design, plan and implement client-specific cloud network solutions. 
  • Ensure the cloud network is responsive to user demands.

 

 

Operations, support and reporting

 

  • Analyse multi-service network activity and problems to ensure high availability and report on traffic and capacity, and to anticipate future requirements. Recommend enhancements to improve availability and performance.
  • Monitor usage of cloud network and troubleshoot any issues which may arise.
  • Implement effective security strategies on networks.
  • Maintain thorough and up-to-date network documentation.
  • Provide 3rd level support for connectivity or related network issues for the IT and user community.
  • Participate in preparing Calls for Tender and assessing the technical component of bids as required.

 

Ideal Candidate Profile

 

Academic Background

  • A university degree in the field of IT, telecommunications or related field.
  • Relevant industry Certification.

Professional Background

  • Proven professional experience designing, deploying and managing a heterogeneous network infrastructure.
  • Experience with analysing network performance and diagnosing hardware/software problems, including in the cloud.
  • Experience with streaming video technology, webconferencing and content distribution networks.
  • Project management experience.
  • Experience working in a multicultural environment would be preferable.

  • TCP/IP networking technologies and protocols
  • Internet services
  • Network-related solutions such as firewalls, load balancers, VPN and access control technologies
  • Network monitoring
  • Microsoft Azure

 

 

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

  • Three-year fixed term appointment, with the possibility of renewal.

  • Monthly base salary starting from 4,850 EUR, plus allowances based on eligibility, exempt of French income tax.
