Organizational Setting

The cooperation between the Food and Agriculture Organization of the United Nations (FAO) and the Government of Ukraine has been designed to reinforce national capacities and to contribute to a broader development of agriculture, sustainable management of forests and fisheries, and animal and plant disease control. FAO is providing technical support for climate change adaptation, as well as working with civil society to mitigate soil erosion and degradation. FAO is also contributing to building resilience and boosting development in conflict-affected regions by supporting the economic recovery of farmers and rural communities. FAO’s presence in Ukraine is distributed by offices in Kyiv, Kramatorsk, Mariupol, Zaporizhzhia, and Lviv under the overall responsibility of the Deputy Regional Representative – Programme - in the Regional Office for Europe and Central Asia and managed by the Head of the FAO Office in Ukraine.

Reporting Lines

The National Fisheries advisor will operate under the overall supervision of the Head of the Office in Ukraine and the direct and technical supervision of the GFCM Executive Secretary, in close coordination with the officers in the GFCM Secretariat.

Technical Focus

The incumbent will provide technical, logistic and liaison support to the implementation of the fisheries component (Outcome 1) of the Programme funded by the European Union (EU) titled “Inclusive, competitive and sustainable value chain development in Agriculture, Fisheries and Forestry” (GCP/UKR/012/EC). The Fisheries Component (Outcome 1 of the EU Programme) is title “Improved administrative capacity in contributing to policy and decision-making; improved fisheries and aquaculture governance towards sustainability, including legislative advancements; improved fisheries monitoring and control; improved capacity in data collection in support of fisheries research and scientific advice” and has four major outputs:

    • Output 1.1 (“National fisheries legislation amended and policymaking powers improved”)
    • Output 1.2 (“Modernization and harmonization of data collection on fish stocks and fleets supported, framework for free access of collected data developed and implemented, and monitoring of fish stocks developed”)
    • Output 1.3 (“Measures related to the fight against IUU fishing and the prevention of illegally caught fish from entering the supply chain per European Union norms and international standards are developed (catch documentation scheme, traceability system, third party certification) and in place”)
    • Output 1.4 (“Monitoring and management, through restocking, of fisheries in inland waters”)

Tasks and responsibilities

  • Collect required data and information on fisheries and aquaculture in close coordination with the GFCM Secretariat and FAO REU and FAO Headquarters and contribute to its analysis and evaluation;
  • Assess and inventory key aspects of policy, legislation, management, fisheries monitoring and control and the fight against IUU fishing with a view of contributing to the identification of areas needing technical support at the national level;
  • Develop training-needs assessments and a training programmes based on the targeted thematic addressed under the outcome 1 of the Project;
  • Monitor closely and contribute, always in cooperation with GFCM, FAO REU and FAO Headquarters and the relevant stakeholders on the ground, to the policy development work of Ukraine in the context of the institutional reform of the fisheries and aquaculture sectors, including the review and correct implementation of the National Fisheries Strategy and Action Plan;
  • Carry out field technical missions throughout Ukraine when requested to in the context of capacity building activities of the Project;
  • Coordinate towards the provision of technical advice with colleagues from GFCM, FAO REU and FAO Headquarters and organize trainings and vocational activities accordingly for the benefit of select stakeholders at the national level;
  • Provide regular updates on the status of Ukrainian institutional reforms, including towards accession by Ukraine to select international agreements and treaties (i.e. GFCM Agreement and FAO PSMA);
  • Maintain open communication and information exchange with all relevant institutions and stakeholders in the country, including international partners, working in the fisheries and aquaculture sector of the country, particularly with emphasis on the EU Technical Assistance Project team.
  • Attend, as needed, regional meetings organized by the GFCM on fisheries management for Black Sea species with a view to bridge the policy gap between Ukraine and international institutions regulating the management of fisheries;
  • Organize, as need be, select meetings (virtual and physical) including those with the participation of representatives from GFCM, FAO REU and Headquarters;
  • Prepare and submit regular reports and updated workplans to the direct supervisors at the GFCM on the status of the project activities, including the identification of possible bottlenecks in terms of project implementation and proposed mitigation actions for those;
  • Maintain a regular communication and coordination with the International Coordinator of the entire EU Programme, the Programme team and the FAO country office in Kiev.
  • Perform other duties as required.

Working language of the consultancy-job is English.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in agriculture, fisheries, sector management sciences, economy, international law or international relationships, business administration or any other field related to the work of the Organization
  • Knowledge of the fisheries and aquaculture sectors of Ukraine, including administrative procedures and operations of SAFU
  • Experience in working with national fishers, farmers and other relevant stakeholders in Ukraine
  • Knowledge of GFCM and its activities in Ukraine
  • Working knowledge of English, both written and oral
  • Proficiency in Ukrainian
  • National of Ukraine or resident in the country with a regular work permit.
