Your team

Within the Directorate European Civil-Military Aviation , the "Aviation Sustainability" service leads and manages the Agency’s activities towards the EU and its agencies, ICAO, States and other stakeholders in support to their environment, climate-change and related polities.

Your role

Your role will be to:

  • Conduct environmental impact assessments with EUROCONTROL tools (IMPACT, Open-ALAQS, AEM, etc.).
  • Perform data mining using state-of-the-art methods, create/enhance data collection, and develop tools to further automate data collection.
  • Process, cleanse and verify the integrity of data.
  • Design, develop, validate, deploy and train on new machine learning models (AI).
  • Convert the machine learning models to Application Programme Interface (APIs) to allow integration in other applications.
  • Conduct analyses and produce reports, technical documentation, briefings, etc. to support business and decision-making.
  • Prepare and present scientific papers and awareness-raising material at internal or international conferences/fora, workshops, etc. and at trainings.
  • Follow the state-of-the-art in data science-related models, algorithms and tools, and share the latest knowledge/trends within the AI community in the Agency.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university studies of at least 4 years in a relevant domain (e.g. Mathematics, Computing Science, etc.).
  • Internal candidates should check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • A minimum of 5-year relevant professional experience in applying data mining, statistical analysis, artificial intelligence, machine-learning techniques.
  • Mathematics and especially statistics skills, such as distributions, statistical testing, regression, etc.
  • Scripting and programming skills (Python mandatory; Java/C++ would be an additional asset)
  • Knowledge of optimisation algorithms and solvers.
  • Experience and/or knowledge in the following areas is required:
    • Common libraries used in data science, such as Tensorflow, Pytorch, Scikit-Learn, MLflow, XGBoost, etc.
    • Data science toolkits, such as Python, Panda, R, Scala, Weka, etc.
    • Data visualisation tools, such as D3, Ggplot, Dash, Shiny, Grafana, Tableau, etc.
    • Oracle/ My SQL
  • Knowledge in the following area(s) would be an advantage:
    • Air transport industry and its environmental impact
    • Aircraft performance modelling and emissions calculation methods
    • Environmental impact assessments
    • Airport noise contour calculation methods
    • Cloud environment (Microsoft Azure, Google Cloud Platform or Amazon Machine Learning).

Otherwise, the essential knowledge about aviation sustainability and conducting environmental impact assessments will be provided by EUROCONTROL during the first semester of this post.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1/C2. The selected candidate will be required to become at least a basic user of French at level A1/A2 before the end of the probation period.
    The levels relate to the Common European Framework of References for languages (CEFR).

Useful information

  • Applications will be accepted from nationals of EUROCONTROL Member States only.
  • This is an appointment for a determined period of 5 Year (s). It could be extended up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the external candidate will be requested to provide certified copies of his/her degrees and successfully serve a probationary period of 9 months.
  • Internal candidates appointed to an established post or for an undetermined period: If successful, the staff member will be appointed under the conditions set out above, while maintaining the previous terms of employment regarding his/her appointment (whether for an undetermined period or to an established post). At the end of the period of  employment as mentioned above, if the assignment to this post is not extended or its duties do not become of a lasting nature, the staff member will, in accordance with the service regulations, be transferred to another post corresponding to his/her last type of post, grade and function group.
  • Internal candidates appointed for determined period: If successful, the person will continue his/her current type of appointment if compliant with duration limits laid down in Annex Xb of the Staff Regulations/General Conditions of Employment.
  • The successful candidate shall be appointed at the grade in the function group and to the type of post indicated in the vacancy notice, or, if a group of grades has been published, in principle at the basic grade.
  • In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications .
