The International Potato Center (CIP) is seeking a Senior Project Manager & Country Manager with lead project management responsibilities to lead the CIP program in Madagascar. 
 
The goal of the major project is to assist drought-affected households in Southern Madagascar re-establish sweetpotato production and build forward better towards a more climate-resilient production system, by providing access to quality planting material (“seed”) of adapted vitamin A rich orange-fleshed sweetpotato (OFSP) varieties and knowledge of how to store and prepare roots for enhanced food security and use as seed. 
 
At least 8,000 drought-affected households will be provided access to improved vitamin A rich, drought tolerant OFSP varieties in 9 districts in three regions (Atsimo Andrefana, Androy and Anosy). 
 
The selected candidate will be engaged primarily in the implementation of project related research activities in Madagascar, to strengthen sweetpotato and potato research for development. The Senior Project Manager & Country Manager should be committed to using research for development in a complex cooperative environment of research and development partners, specifically focusing in capacity building of partners in a PPP approach, in alignment with CIP’s regional priority setting and building a strong portfolio for CIP research activities in the country.
 
 
Duties and Responsibilities:
 
Project Management
  • Lead the design of the research components in new projects at proposal stage and provide quality control for the implementation of these components throughout the project cycle.
  • Build and manage collaboration with suitable nutrition research partners in the countries where CIP operates and amongst the global nutrition research community. Lead the research design and analysis and oversee implementation of the large-scale rollout of projects and the program in Madagascar
  • Lead or oversee the documentation, analysis, and high-impact publication of research findings in close collaboration with CIP project teams and partners.
  • Publish and communicate research results through journals, Internet and other outlets
  • Contribute to institutional knowledge management.
 
Country Manager
 
  • Play the role of institutional representation at country level with donors, partners, regional fora and networks, programmatic meetings/institutions, CGIAR regional meetings, to support projects and assure CIP’s ability to operate within country.
  • Provide input on real needs in research opportunities at country level to feed the research pipeline in order to support new projects portfolio decisions.
  • Identify key country partners, build and develop partnerships based on country activities, interact with partners at a country level, be the country focal point for global partners in coordination with Regional Director to collaborate with CIP’s Capacity Building on Operations.
  • Monitor operations team (facilities, IT, procurement, communications, budget), quality and quantity of resources in compliance with policies, procedures and standards (CIP's and donors) to support project portfolio.
  • Manage and coach the country team to ensure the effective staff management framework, contribute to their performance reviews and identify succession and development plans.
  • Develop concept notes and proposals in strategic research areas to build an effective in-country program
 
The position: This position will be based in Antananarivo, Madagascar and will have to travel frequently to Southern Madagascar and will report directly to the Regional Director for Africa and a Technical Supervisor.

 

Requirements

 
 
What are we looking for?
  • PhD or MSc degree in agronomy, seed system, agricultural economics or related field,
  • 8 years of professional experience at a senior operating role in a global research organization or business enterprises in multiple countries or equivalent.
  • Good to excellent knowledge in sweetpotato and potato cropping systems in particular in Africa would be an asset.
  • Experience working in Madagascar or other sub-Saharan countries is an asset
  • Experience in planning and managing staff to achieve quality results.
  • Strong written and oral communication skills in English and French
  • Strong written and oral communication skills in the local language, Malagasy
  • Demonstrate leadership, integrity and versatility
  • Strong communication and interpersonal skills
  • Willingness to travel frequently and work under field conditions.
