IDLO in the philippines

IDLO and the Philippines have a history of collaboration. Between 1996 and 2001, it operated its Asia Regional Training Office (ARTO) in Manila, through which provided training and technical assistance to countries of southeast and central Asia and the Pacific. In 2016, IDLO re-established its presence in the country, partnering with key Philippine justice institutions focusing on legal capacity building and legal education, institutional strengthening, and undertaking legal research on gender and S/GBV issues. In line with its Strategic Plan 2021-2024, IDLO is looking to expand its portfolio of assistance in the country. The Philippines has been an IDLO Member Party since 1989. 

The Position

Under supervision of the IDLO Philippines Country Manager, the Learning Management Systems (LMS) Specialist will be responsible for the following:

  •  Provide technical leadership and manage the Philippines Branch of the LMS of IDLO in coordination with the IDLO Capacity Development Unit (CDU);
  • Ensure troubleshooting of all technical issues related to the end-users of the platform, while liaising with CDU as needed, to identify and implement appropriate solutions;
  • Serve as the subject matter expert and advisor on LMS functionality and processes, as well as providing LMS support for the Curriculum Development Specialist, Instructional Designer, Capacity Development Specialist, Program Coordinators as well as the relevant Technical Working Group;
  • Oversee the design, development, implementation, delivery, and maintenance of resources used for instructional functions;
  • Assist partner institutions in managing their LMS by providing expert advice;
  • Conduct training on LMS management to partner institutions and develop related guidance resources/tools;
  • Ensure all online training sessions are operating adequately and are accessible to the instructors and participants;
  • Provide instructional content for all online resources (ex. course announcements, learning paths, navigation instructions etc);
  • Manage data feeds between the LMS and other information systems, as well as provide technical support, troubleshooting, and testing activities, when necessary 

Ideal Candidate Profile

Education

  • A Bachelor’s Degree, preferably in Information and Communication Technology (ICT), web programming with an educational focus from a recognized university is required. Additional degrees or certifications in instructional design, educational technology or related studies is an advantage.
  • Advanced degree in social sciences or relevant discipline from a recognized university is an added advantage.  

Work experience

  • Three (3) to five (5) years of professional experience in working with various LMS platforms;
  • Minimum 5 years of significant relevant professional experience in LMS training delivery and LMS management experience is required; and
  • Previous experience in digital or remote learning, corporate learning, instructional design is an asset.

Languages

  • Fluency in English is required.

Specific knowledge and competencies

Knowledge in the following is required:

  • Familiar with basic LMS system framework and functions, including permissions/roles, configuration, implementation, maintenance, as well as content collection, best practices, and troubleshooting;
  • Proficiency in content authoring tools and learning theories and methodologies;
  • Knowledge of production and editing of online instructional content;
  • Knowledge of E-Learning authoring web design and accessibility tools, mobile communications and other external educational applications;
  • Knowledge in LMS course evaluation and analytics and database management;
  • Knowledge of E-Learning content standards (e.g. SCORM) and their implementation;
  • Basic networking and web server knowledge, including HTML programming and use of visual graphic tools (e.g. photoshop, illustrator);
  • Experience in online webinar technical support; and
  • Advanced knowledge in Microsoft Office Apps and Collaborative Apps.
