Within the Executive Directorate, the Human Resource Management (EXD/HRM) Service is responsible for delivering policies to attract, engage, develop and retain the best talent for the OECD. The Talent Management and Analytics Group (TMA) is a division of EXD/HRM. TMA develops, implements and supports a variety of human capital projects for the Organisation’s workforce. The division ensures that business processes and tools are up-to-scratch and provides data-driven solutions to help build diverse, inclusive and effective teams. TMA also manages the OECD’s learning and development initiatives and runs several programmes aimed at ensuring the OECD attracts outstanding talent from interns right up to senior managers.

TMA is looking for a Learning and Development Support Officer to provide high quality operational support on a wide range of learning and development topics. The role will involve working with internal and external stakeholders to deploy learning and development programmes in addition to new Learning Management Systems (LMS) features made available by the team. The Learning and Development Support Officer, who will work under the supervision of the Analytics and Organisational Development (OD) Advisor, should be able to support multiple projects with consistent quality and timely delivery.

Main Responsibilities

Learning and Development Support

  • Provides support and manage enquiries from registered or prospective training participants (OECD staff members) and training facilitators.
  • Supports the co-ordination and logistical arrangements required for the delivery of remote and/or on-site learning interventons, including\:
    • Scheduling workshop/events in tandem with OECD training partners and publishing them in the OECD’s LMS (CornerStone on Demand).
    • Communication with course participants.
    • Monitoring filling up of remote and on-site sessions and and follow up on rescheduling and cancellation.
    • Managing waiting lists and liaise with training requestors as required.
    • Supporting logistics and course materials, including uploading contents onto the OECD’s LMS.
    • Collating and following up on training evaluations.
  • Works in close coordination with the Learning Experience Designer(s) on launching communications to promote new courses and resources.
  • Assists learning experience designers with the delivery of learning pathways.

LMS platform administration, support and new features follow up\:

  • Troubleshoots and provide first level supports to users with any queries related to the OECD LMS.
  • Reports on systems issues and follows up on resolutions.
  • Communicates with internal customers regarding new functionalities needs and/ or questions related to functionalities and services of the product.
  • Raises awareness on the roll out of new features / functionalities of the system.

Learning activities monitoring and reporting\:

  • Assists in the preparation and updates of training record reports in line with customer requirements.
  • Shares relevant surveys with staff and collect feedback as per defined timelines .

Administrative support\:

  • Participates to the update of L&D procedures and guidelines (incl. intranet presence).
  • Processes training expenses (invoices) and keep records of expenses including budget commitments and payments .

Ideal Candidate Profile

Academic Background

  • Secondary education background in business or public administration, HR management, communication, or a relevant discipline.

Professional Background

  • First-hand experience in handling event coordination and managing priorities.
  • First-hand experience in supporting learning systems and processes.

Tools

  • Proficiency with the Microsoft Office Suite.
  • Experience of using communication platforms like Zoom and MS Teams is essential.
  • Experience with Cornerstone system administration and support would be an asset.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

  • Two-years fixed term appointment, with the possibility of renewal.
