Within the OECD’s Executive Directorate, the Human Resources Management Service (EXD/HRM) is responsible for the policies and processes that support the Organisation’s evolving staffing needs to attract, engage, develop and retain the best talent for the OECD.  The Client Services Group (CSG) provides Directorates with a focal point for all people and organisational management matters and overall responsibility within Directorates and Services for HR client support in resource planning and people management throughout the employee life cycle, including recruitment, performance management, employee engagement, retention, and other organisational agendas.

EXD/HRM is seeking a seasoned human resources professional for the position of Senior Human Resources Business Partner (Senior HRBP) within the CSG.  The Senior HRBP will play a leading role in assuring the Organisation’s cutting edge approach to human resource management by leveraging their expertise in HR practices and solutions and their capacity to synthesise the interests of multiple stakeholders.  The selected candidate will work under the overall supervision of the Head of CSG.

Main Responsibilities

HR Business Partnering

The Senior Human Resources Business Partner will play a key leadership role in aligning HR objectives to organisational goals, providing advice, and developing strong business-partnering relationships to enable clients to achieve their strategic business agenda. They will work with a portfolio of client business units, advising and supporting managers and staff and ensuring resolutions are aligned with the Organisation’s people management priorities and strategic objectives by engaging in the day-to-day activities outlined below\:

  • Consult actively with Directorate and Services management teams and assure ongoing HR guidance.
  • Analyse workforce and organisational trends and metrics to provide HR solutions that are fit for purpose.
  • Work closely with management and staff members to build robust work dynamics and morale, and strengthen productivity and retention.
  • Resolve complex employee relations issues and address grievances.
  • Monitor and report on workforce and succession planning and propose innovative HR strategies that drive the business agenda of the Directorates and Services.
  • Identify developmental needs for teams and individuals and evaluate existing career development practices.

Leadership in CSG

Lead a practice area as a centre of expertise within HR to drive consistency and excellence on the HR practices and solutions we deliver to clients, including\:

  • Design and pilot agile HR solutions such as policies, programmes and tools, analyse HR processes, define new ways to ensure the quality of data produced by the HR team, develop staffing metrics and report these with recommendations for implementation.
  • Facilitate knowledge and experience sharing among HR practitioners within the Directorates and Services, and advise on consistency of the application of practices.
  • Act as the lead for continuous improvement, development and quality standards/frameworks, working with the broader HRM team to advance internal projects and programmes related to employee engagement, talent review, and succession planning.

Management and advice to HRBPs

Managerial responsibilities including direct supervision of a team of up to five HR Business Partners who manage a wide variety of client portfolios.

Ideal Candidate Profile

Academic Background

  • University degree in Human Resources, Business Administration, Public Administration, Psychology or a related field.
  • An advanced university degree relevant to Human Resource Management, organisational behaviour, or industrial relations would be an advantage.

Professional Background

  • Proven experience in all elements of HR activities throughout the employee life cycle and in areas such as employee engagement and relations and strategic business partnering.
  • Demonstrated HR strategic advisory experience in globally complex organisations.
  • Experience in organisational development and/or change management would be a plus.
  • Ability to use relevant key HR data and metrics to influence and guide clients regarding their people and organisational agenda. 
  • Proven experience in drafting communication for senior management and governing boards.
  • Proven experience managing a team of HRBPs.

Tools

  • Knowledge of HR Information Systems including PeopleSoft, SAP, Taleo and Cornerstone or similar.
  • An advanced understanding of how to apply current and emerging technology to enhance HR metrics and dashboards.
  • Ability to learn new HR systems and data analysis tools, such as BI and Tableau.
  • Proficiency in the use of social media to leverage talent acquisition and development would be an asset.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • Two-year fixed term appointment, with the possibility of renewal.

Selection Process

For retained candidates, written tests/video-recorded interviews and panel interviews are foreseen in December 2021 / January 2022.
