The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

 

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

The position is located in the ILO Decent Work Technical Support Team for the Arab States (DWT-Beirut) based in Beirut, Lebanon. DWT-Beirut covers Bahrain, Iraq, Jordan, Kuwait, Lebanon, Oman, Qatar, Saudi Arabia, the Syrian Arab Republic, United Arab Emirates, Yemen and the occupied Palestinian territory.  The DWT provides comprehensive policy advisory services and integrated technical support to constituents and other stakeholders in the framework of Decent Work Country Programmes and other initiatives and, more broadly, the UN Sustainable Development Goals. 

The Labour Statistician will provide technical advisory services to ILO constituents in the region in the field of labour statistics and data analysis, including support to development cooperation projects. This encompasses, but is not limited to, the following key activity areas: compilation and dissemination of labour and decent work statistics; provision of technical assistance to countries and constituents; promotion of international statistical standards across the four strategic objectives of the Decent Work Agenda; and capacity building in quantitative skills.

The incumbent will work in close collaboration with technical specialists in DWT-Beirut and staff in the ILO Regional Office for the Arab States, the Department of Statistics (STATISTICS) at ILO headquarters, local counterparts from governments, in particular National Statistics Offices, and the social partners as well as UN bodies in the region on issues pertaining to labour statistics. S/he will be accountable for the timely delivery of all outputs under his/her responsibility, including overall coordination with other activities under the DWT/RO-Beirut work plan.

The position reports to the Director of DWT-Beirut and receives technical guidance and advice by STATISTICS at ILO headquarters.
 

Specific Duties

1.    Provide technical assistance to countries in the region and development cooperation projects to strengthen labour related data collection, including household surveys (e.g., labour force, child labour, and income and expenditure surveys), establishment surveys, and administrative data records.
2.    Provide technical guidance on survey questionnaire development in accordance with international standards for measuring statistical concepts as well as on sample design, data processing and tabulations and data quality assessment. Identify needs and help further refine data collection tools and methodologies, also with a view to strengthen gender-based analysis of labour market developments.
3.    Provide technical assistance to countries in the region in nationalizing indicators to monitor progress towards the Sustainable Development Goals (SDGs) and to assist them in collecting and reporting data for the SDG indicators.
4.    Support ILO constituents in the application of international standards on statistical concepts, definitions, classifications and methods with a view to statistical development while ensuring international comparability, in accordance with the resolutions and recommendations of the International Conference of Labour Statisticians.
5.    Liaise with national statistical offices, ministries of labour, social security institutes and other relevant national agencies responsible for producing and analysing official statistics regarding labour and decent work-related data and metadata for completeness, internal consistency, and plausibility in order to resolve data anomalies and definitional issues.
6.    Collaborate and maintain partnerships with other organizations involved in the collection, dissemination and analysis of statistical information in the region, including the United Nations Economic and Social Commission for Western Asia, GG-STAT, the World Bank and others with a view to the design and implementation of joint programmes.
7.    Identify, collect and analyse key labour data and prepare analytical inputs for technical reports and briefings, determining trends, patterns and relationships.

Generic Duties

  1. Organize, design, plan and carry out the collection, evaluation, processing, analysis, projections and dissemination of statistical data in specific fields.
  2. Select methods of collecting data, planning and preparing data-gathering instruments; developing appropriate instructions and guidelines for it, and identify sources of data including research studies, surveys and other statistical sources.
  3. Develop and manage statistical databases. This includes design and development in collaboration with a system analyst or computer programmer. Ensure maintenance of the databases as well as related documentation.
  4. Provide technical support to other ILO programmes and projects and/or to the Organization’s constituents.
  5. Provide technical and administrative backstopping support services to field offices and development cooperation projects.
  6. Participate in the development or revision of standards on statistical concepts, definitions, classifications and methodologies, including analysis of existing practices. Contribute to the preparation of technical reports.
  7. Participate in seminars, workshops, expert meetings and training sessions as a technical resource person.
  8. Draft technical documents for international, intergovernmental and expert group meetings and assist in drafting relevant reports.
  9. Furnish technical advice and assistance to the statistical offices of national ministries and constituents in solving problems in collecting, classifying and tabulating and presenting data, in designing questionnaires and in developing survey methods, performing these functions through correspondence and missions.
  10. Undertake research and provide inputs in the preparations of manuals on related topics.

Required qualifications

Education

Advanced university degree in the field of statistics, mathematics, economics or other related discipline with training in basic and applied statistics or similar studies. Knowledge of computer science and its application to statistical work.

Experience

Three years of professional experience in the field of labour statistics at the national level, preferably working in a national statistical office, and two years at the international level.

Languages

Excellent command of English. Working knowledge of Arabic would be an advantage.

Competencies

Technical
Ability to apply statistical techniques and methods to a wide variety of practical problems. Ability to undertake research and analyse complex data sets covering a wide range of issues in the specialized technical field.  Good knowledge of SPSS, STATA or SAS as key data analysis tools.  Ability to guide and coordinate the work of General Service staff and external collaborators.   Ability to train and guide staff of national statistical offices. Ability to prepare high quality and technically sound reports and publications with conclusions leading to action plans and programme development.

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
