Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

 

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

The position is located in the Technology Management Services Branch (TMS) within the Information and Technology Management Department (INFOTEC). INFOTEC provides modern, secure, and reliable IT infrastructure, technologies, applications and services to enable the ILO to effectively use technology to perform its mission. 

 

The position will be responsible for the provisioning, maintenance and support of network services at ILO headquarters, in field offices and in its datacenters. Those services span across high-speed datacenter network, campus LAN and Wi-Fi, metro fiber connectivity and Network Access Control. 

 

The position will report to the Head of Infrastructure Services within TMS.

Specific Duties

1.    Monitor, maintain, tune, and ensure highest possible uptime for end user network services at ILO headquarters and in field offices. 

 

2.    Maintain the integrity and security of the network by managing Network Access Control systems globally on a daily basis, and updating firewall configuration. 

 

3.    Troubleshoot and diagnose network related issues affecting end users escalated by the Service Desk and User Support teams.

 

4.    Interact with service providers for ongoing support and operations as well as project implementation tasks. 

 

5.    Participate in the design and installation phases of new projects, in consultation with the direct supervisor. 

 

6.    Maintain a comprehensive and up-to-date documentation set allowing users and service providers to work efficiently on the network.

 

7.    Collaborate with the Facilities Management Unit to design and maintain an efficient and reliable physical network throughout ILO headquarters, including optic fibers and copper cables. 

 

8.    Keep abreast of good practices, new trends and technologies and evaluate these for possible adoption.

 

9.    Perform other relevant duties as assigned.

 

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties

  1. Create, maintain, update, correct and improve complex solutions. Make recommendations on the acquisition of hardware and software required by the organization. Analyse and provide advice on the information needs of the organization.
  2. Recommend standards and their adaptation in order to accommodate the evolution of technologies and the needs of users.
  3. Plan, install, administer, maintain and provide user support for LAN and Internet connectivity for smooth operations and effective use of network and communications systems.
  4. Resolve functional problems of networks within the organization and in the field. Diagnose user problems and take appropriate corrective action.
  5. May lead small project teams consisting of support staff for the implementation of networking, desktop and server activities.
  6. Provide assistance to field offices in network-related matters.
  7. Evaluate computer hardware and software products; establish their detailed usability and contribute to the preparation of requests for proposals.

 

Required qualifications

Education

First level university degree in computer science, electronics or other related field. Professional certifications with the technologies involved would be an asset.

Experience

At least five years of professional experience maintaining Cisco based enterprise scale networks in large campuses and country offices; which should include at least three years of experience in deploying and maintaining Wi-Fi in large multi-story buildings, for 2000+ users; two years deploying, configuring and maintaining Meraki switches and access points; and three years implementing and maintaining Cisco ISE and Network Access Control. Experience deploying and maintaining firewall technology is considered as an advantage.

Languages

Excellent command of one official language (English, French, Spanish) of the Organization and a working knowledge of another official language. One of these languages must be English.

Competencies

In addition to the ILO core competencies, this position requires:

Technical

-    In-depth knowledge of Cisco Catalyst switches (38xx, 93xx, 95xx series) and Cisco IOS.
-    Excellent knowledge of 802.1x protocol and Cisco Identity Services Engine.
-    Good knowledge of dynamic routing protocols such as BGP and OSPF.
-    Excellent knowledge of configuring Meraki dashboard, switches and access points
-    Excellent knowledge of monitoring and troubleshooting connectivity, routing and performance issues on an IP based enterprise scale network. 
-    Comfortable with using cable testers and time domain reflectometers.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
