Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

 

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

The position is located within the Public Finance, Actuarial and Statistics unit (SOC/PFACTS) of the Social Protection Department (SOCPRO). SOC/PFACTS is responsible for providing financial, actuarial and statistical advice to constituents applying the principles and values of ILO social security standards. The Unit leads work on articulating ILO positions on social security reforms, as well as costing and financing of schemes, providing options for fiscal space and financial governance of social protection schemes. The Unit is also responsible for the collection, statistical processing and production of global social protection data through the Social Security Inquiry (SSI) and other international sources. This data is used for producing the ILO’s flagship World Social Protection Report and for monitoring of the Sustainable Development Goals (SDG) and particularly SDG indicator 1.3.1 (implement nationally appropriate social protection systems and measures for all, including floors, and by 2030 achieve substantial coverage of the poor and the vulnerable).

To monitor and disseminate data for SDG 1.3.1, SOCPRO established the World Social Protection Database (WSPDB), which provides in-depth country-level statistics on various dimensions of social protection systems, including key indicators for national policy-makers, officials of international organizations and researchers. Most of the data for the World Social Protection Database is collected through the ILO Social Security Inquiry (SSI), an administrative survey regularly submitted to governments, complemented by existing international data. The World Social Protection Report is based on WSPDB data and statistics. Another critical source of data is the Social Protection Monitor (SPM), which is a collection of announced social protection measures around the world.

The position will be responsible for statistical research, data collection, compilation and data analysis activities of the Department, as well as progressive automation of the Social Protection Monitor, databases and data collection instruments with the further application of these tools in the countries. The position requires working very closely with other technical specialists of the Department as well as collaborating with social protection field specialists and other technical units of the ILO.

The position will report to the Head of SOC/PFACTS, and ultimately to the Deputy Director and the Director of SOCPRO.

Specific Duties

1. Undertake research and other related activities aimed at the development of internationally comparable social protection statistics and indicators, including on health protection.

2. Contribute to the development of the World Social Protection Database (WSPDB) and ensure its maintenance. Ensure the maintenance and application of the ILO Social Security Inquiry (SSI), its database through constant review and updates of its concept and methodology. Actively ensure coherence with other statistical concepts, methodologies, sources and tools in the Office. Keep informed of Office-wide statistical developments.

3. Contribute to the production of statistical inputs and analysis related to social protection indicators on the different benefits and functions of social protection, including on health protection, disaggregated by sex, for the ILO’s flagship World Social Protection Report and for other publications of the Department as well as policy and country briefs and papers and at the level of the Office in collaboration with the Research Department and the Department of Statistics.

4. Participate in tasks to seek complementarities with other on-going statistical and database work at the Office level.

5. Contribute to the development and maintenance of the Quantitative Platform on Social Security (QPSS), in particular the online version of SSI along with other tools. Actively participate as a resource person in  capacity-building trainings for the constituents and in the promotion of the QPSS.

6. Contribute to the development of a monitoring framework for SDG social protection targets and indicators including on health protection by applying the SSI survey as a main source of statistical information. Create linkages with other tools used by members of the ILO’s Global Technical Team on Social Protection, projects and constituents that can contribute to data collection and update.

7. Support the design and development of statistics on social health protection, including disaggregation by sex, seeking its integration as part of the SSI and the WSPDB and other data processing and publication tools managed by the Department.

8. Prepare and disseminate training manuals and toolkits on the SSI and monitoring of SDG targets on social protection.

9. Provide technical support to develop national statistical capacities for social protection in the framework of Decent Work Country Programmes. This includes enhancing the use of administrative records for statistical purposes, specifically for SDG 1.3.1 monitoring; strengthening the technical capacity of the staff of the national social protection institutions and statistical offices and ministries in processing the data and calculating indicators derived from administrative records data and other sources.

10. Contribute towards the development and maintenance of an international network of experts in social protection statistics. Actively manage and maintain collaboration with relevant national organizations and lead international partners, in particular with the ISSA, the OECD, the EU, the IMF, UNICEF, the World Bank, FAO other UN agencies and regional development banks.

11. Participate in the development of analytical tools and indicators based on surveys and other sources of data aimed at the analysis and simulation of impacts of social protection programmes and systems, including on gender equality. This includes the design of modelling tools, in close collaboration with the actuaries, economists and other experts of the Department and of the Office.

Long Description

12. Contribute towards the development and maintenance of statistical performance monitoring and policy evaluation tools for implementation at the country level, and other development work.

13. Ensure the maintenance of the Social Protection Monitor tool in order to keep an updated inventory and analysis of social protection measures around the world, including the dashboard on the SOCPRO Social Protection Platform.

14. Provide support in the development and promotion of development cooperation projects including project design and resource mobilization in the framework of the ILO’s Global Flagship Programme on Building Social Protection Floors for All. This includes also participating in the development and implementation of the statistics component within the SOCPRO Technical Facility.

15. Perform other relevant duties as assigned.

Required qualifications

Education

Advanced university degree in statistics, applied mathematics, economics, development studies or related field.

Experience

Five years of relevant experience of which at least two years at the international level. Extensive experience in statistics and data analysis, publication and communication, including the conceptual and methodological development of social protection statistics databases and their use. Proven experience in EXCEL, Power BI, Tableau or other data visualization tools and SPSS or STATA (or equivalent software) is a requirement. Prior experience in data analysis and research on social protection is a requirement. Experience in providing technical assistance in the field of social protection to countries would be an asset.

Languages

Excellent command of one official language (English, French, Spanish) of the Organization and a working knowledge of a second official language. One of these languages must be English. Knowledge of a third official language would be an asset.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
