Consultant - Development of the Global Status Report on Road Safety

Purpose of consultancy

To coordinate the development of the 5th Global Status Report on Road Safety, currently scheduled for release in Q4 of 2023.

Background

The Decade of Action for Road Safety 2021-2030 proclaimed by UNGA resolution 74/299, includes a target to reduce the global number of road traffic deaths and serious injuries by at least 50% by the year 2030. The same resolution mandated WHO to monitor and report progress made by Member States towards this target. To do so, WHO will develop a Global Status Report on Road Safety (GSRRS) which will establish a baseline from 2021 for this DoA. The GSRRS will include key indicators on road safety performance provided by Member States as well as WHO estimates of the number of road traffic deaths.

Deliverables

The consultant will be responsible for coordinating the development of the report, including liaising with the WHO Regional Offices and Country Offices on the data collection, overseeing the analysis of the data received from countries, as well as the preparation of the final report and its dissemination through the mobile application and print formats.

  • Deliverable 1: Develop project protocol and milestones and liaise with WHO regional and countries offices to identify responsible officers as well as a management structure across the three levels of the WHO (HQ, Regional Office, Country Office) for this initiative, including progress reporting to the donor.
  • Deliverable 2: Coordinate the identification national data coordinators (NDCs) in participating countries; develop and implement trainings for the NCDs on the data collection process and national consensus processes as well as on the use of the online data collection platform. Manage the data collection process and liaise with regional and country offices to identify and resolve bottlenecks.
  • Deliverable 3: Oversee the translation (as needed) and analysis of data collected on the selected indicators and coordinate the classification of legislation according to WHO best practices
  • Deliverable 4: facilitate the validation of the data between WHO HQ, Regional Office, Country Office and Member States including managing discussions with senior government officials and providing technical responses to additional data/evidence cited to justify any changes in estimates.
  • Deliverable 5: facilitate consultations with experts and key stakeholders to gather feedback and inputs on the results of the data collected. This could include organizing and facilitating as needed, in-person or virtual workshops and/or meetings.
  • Deliverable 6: Develop a draft of the report, including the main narrative and country profiles. This includes managing internal and external reviews and preparing responses to comments and feedback.
  • Deliverable 7: Coordinate the layout of the print report as well as manage the development of a digital report as well as an update to the existing mobile application: WHO GRSInfo.
  • Deliverable 8: Support the work of the Regional Road Safety Data Observatories (Africa, Asia-Pacific, Eastern-Europe, and Ibeiro-American) particularly in the delivery of training on how to strengthen data systems, development of reports on road safety performance targets, as well as in the organization of regional and global events.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

Advanced university degree in Public Health or Epidemiology or similar field.

Desirable:

Doctorate degree (PhD, ScD, DPH) in Public Health or similar field.

Experience

Essential:

  • Over 15 years in road safety management and related fields in public health
  • Experience in the development of national/regional reports on road safety indicators
  • Experience working with global and/or regional bodies on road safety initiatives
  • Experience managing complex projects across multiple countries
  • Experience in capacity development (training/teaching)
  • Experience managing a multi-disciplinary team

Desirable:

Experience in carrying out research studies

Skills/Knowledge:

Proficiency in Microsoft Office suite of programmes as well as statistical analysis tools (STATA, SPSS, SAS)

Languages required:

Essential:

Expert knowledge of English

Desirable:

Intermediate knowledge of French or Spanish

Travel

The consultant may be requested to travel to meet with Regional and/or Country Offices staff as well as the donor and other experts.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band Level C - USD12,500 – USD 14,400 per month

Expected duration of contract:

11 months (starting date January 2022) with up to another 11 months subject to funding and satisfactory performance.
