OBJECTIVES OF THE PROGRAMME

The mission of WHO's UHC/Healthier Populations Division is to contribute to reducing health inequalities and reducing preventable disease and injury caused by environmental, social and economic determinants of health. This is achieved through a coordinated inter-sectoral approach aimed at enabling all people to enjoy better health and well-being, in line with the Organization's 13th General Programme of Work (GPW13) and the Sustainable Development Goals. The role of theDepartment for Environment, Climate Change and Health (ECH) within the overall work of WHO is to promote a healthier environment, intensify primary prevention and to influence public policies in all sectors to address the root causes of environmental threats to health. ECH develops and promotes preventive policies and interventions based on an understanding and an in-depth scientific analysis of the evidence base for environmental determinants of human health.The Water, Sanitation,Hygiene and Health (WSH) Unit aims tosubstantiallyimprove health through the safe management of water sanitation and Hygiene services in all settings. The Unit focuses on improving-water quality and safety by providing objective information on human health risks associated with water quality contaminants and working to promote effective risk management and independent surveillance. The Unit aims toimprove the safety of sanitation and wastewater management, maximizing health benefits of sanitation interventions, making wastewater management part of the circular economy and improving recreational water quality. The Unit promotesWASH in health carefacilities (including health care waste management) by supporting the development of country standards and policies, monitoring, facility-based improvements.WSH Unit also undertakes regular comprehensive global analysis of investments and the enabling environment for WASH and reports on progress towards universal access to safely managed drinking-water, sanitation and hygiene. WSH Unit aims to integrate WASH with health and other programmes such as AMR, cholera, climate change, emergencies, IPC, MNCH, NTDs, nutrition, and UHC.

DESCRIPTION OF DUTIES

Support the development and revision of project budgets and the management of associated workplans and relevant projects of WHO regional and country offices.Undertake regular monitoring of financial and programme implementation, including expenditure and activity budget tracking at HQ and of relevant distributions to Regional and Country Offices, and provide corresponding reports, analysis, briefings and follow-up.Assist grant management activities including, acting as a liaison officer with donors, regional and country focal points, preparation and review of donor proposals and budgets for funding requests and prepare donor correspondence including preparation of interim financial managerial reports, requests for certified financial statements, requests for future instalments of funds, no cost extensions etc. Compile and prepare the financial components of the consolidated WASH annual report, which is made publicly available and shared with donors and external partners, as well as assisting with other aspects of the report, including compiling the unit output scoring, Assist with the creation and monitoring of tools and provide briefings on critical performance measures necessary to maintain delivery targets. Ensures a smooth, reliable and efficient administrative service, including promoting sound administrative practices consistent with the Organization's business rules and operational guidelines in handling related administrative and finance activities and coordination of routine operational work of the Unit and wider Department. In coordination with the wider Department and in alignment with the GPW 13 and WHO WASH strategy, support financial planning and management of the WSH Unit biennial workplan, operational planning, development and monitoring of biennial activity and salary work plans and budgets for WSH Team at HQ, supporting related activities at regional and country office as required; and ensuring full closure of accountsand transactions, including related program-operational processes. Support collaboration withother units in the department of Environment Climate Change and Health, to ensure strong intra-departmental cooperation and enhance work synergies.Support partnerships and collaborations with other technical departments across HQ, Regional and Country Offices, national counterparts, and donor and development partners (UN andbilateral), as appropriate;Support other general project management duties, as required including technical meeting preparation(both physical and virtual), travel as required, etc. preparation and provision of contractsas required, and liaison within WHO to advance work in accordance with defined administrative processes.Support the preparation and smooth running of WSH unit meetings (both physical and virtual), Perform all other related duties as assigned.Achievement activities include: Provide support to the Unit Head and WSH staff on finance and administrative matters related to project implementation, including provision of biannual budgetary estimates, supporting the management of implementation and monitoring of finances, liaison with donors and regional and country focal points to support smooth project delivery and supporting Unit administrative tasks as required, including contract preparation, travel, organizing meetings, and related matters, in close coordination with the Programme Officer, ECH at the departmental level.

REQUIRED QUALIFICATIONS

Education

Essential: A first level university degree in Accounting,Business Administration, Financial Management, Economics or related field.
Desirable: n/a

Experience

Essential: At least 2 years of professional experience working in the area of administration with an emphasis on finance and/or budgeting and/or grant management. At least one-year working experience in an international organization in the above mentioned areas of work.
Desirable: Experience in working with WHO and/or other UN agencies. Someexperience in programme management, procurement and/or logistics.

Skills

Sound knowledge and skills in the management of financial resources, operating budget and analysis of financial information. Skills in managing administrative process es and human resources. Excellent organizational, analytical, andproduction of financial tables. Sound skills in utilizing Enterprise Resource Planning Oracle systems or similar packages. Demonstrated ability to act independently and exercise sound judgement

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 48,805 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3311 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
