OBJECTIVES OF THE PROGRAMME

The Department of Human Resources and Talent Management (HRT) is responsible for providing a sound, well managed, responsive and efficient organization-wide Human Resources Management strategy and global HR services which support the work of WHO and its member states, encompassing, but not limited to: HR Policy Development, Organizational Design and Job Classification, Contract and Staff entitlement administration, Talent Management (including Succession Planning, Global staffing, Career Development and Training, Rotation and Mobility) application of the UN Common system's Compensation and Benefits, HR Legal Advisory Services, Administration of Internal Justice, Global Staff/Management relations, representation of WHO in inter-agency UN Common System HR initiatives.

DESCRIPTION OF DUTIES

1. Leads analysis and broad consultations across the three levels of the Organization to seek input from various perspectives for the development of new and revised policies prompted by Transformation and other related reform initiatives and ascertain that the proposed changes are accepted and in the interest of WHO globally.

2. Overseas the drafting of HR-related Governing Bodies documents.

3. Proposes WHO's position on various policy topics being discussed at inter-agency level and provides WHO input to coordinating agencies or joint institutions such as the ICSC, the CEB/HR Network, JIU, the Field Group etc.).

4. Provides interpretation and expert advice on policies to ensure consistency of implementation across WHO.

5. Liaises with counterparts in common system organizations to keep abreast of HR policy trends, acquire an in-depth understanding of strategic issues for effective and authoritative advice to senior management and contributes to the harmonization of WHO conditions of service with the UN common system or to providing the best options for the Organization. Represents the Organization in inter-agency meetings as required.

6. Overseas Team Leads to maintain and update the WHO e-Manual according to the introduction of new policies or the need to revised existing provisions, ensuring the input from the relevant stakeholders, namely Regional HR Managers, Global HR and Staff Association, the GSMC, etc.

7. Performs all other related duties as required

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level university degree in human resources management,public or business administration, industrial relations, psychology, law, social science or related field.
Desirable:

Experience

Essential: A minimum of ten years of professional work experience in the field of human resource management, including at least five years in an international setting and/or multicultural setting. Demonstrated leadership in the area of policy development. Demonstrated experience at the international level.
Desirable: Relevant experience in WHO, another UN Agency or other international organization.

Skills

Strong knowledge of HR management practices, theories and principles; good knowledge of Human Resources policies and techniques and best practices; ability to conceptualize analyze and develop HR policy and strategies and information materials; ability to instill confidence and to negotiate and persuade; analytical ability and ability to present information in a clear and logical manner; ability to produce innovative solutions. The ability to consult with a vast array of clients on policy development and coordinate feedback in an inclusive manner.Excellent interpersonal skills: tact and high degree of discretion and confidentiality. Ability to manage policy teams.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6094 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
