The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has approved 190 projects and has committed USD 10.0 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.

Position Objective

The Organizational Development Lead reporting to the Head of HR, is responsible for leading the organizational design practice in GCF in order to increase organizational effectiveness and improve business results through alignment of the corporate culture, structure and/or HR&OD policies.

 

Duties and responsibilities

Purpose

  • Develops and/or facilitates the development of people management and organizational design policies and oversees the implementation process. Review and update policies and procedures on an annual basis in conjunction with respective HR specialists and stakeholders.
  • Sets the standards for job design and provides specialized technical advice to organizational design efforts, in order to maintain GCF’s structure fit-for purpose.
  • Leads the design and implementation of the GCF’s competency framework in line with the People Strategy and the GCF’s corporate values.

Engagement

  • Advises business units on organizational development and effective job design.
  • Collaborates with HRBP to implement changes related to organizational design initiatives or policy implementation.
  • Identifies, develops, and fosters relationships with industry thought leaders, consultants, vendors to apply best practice thinking.
  • Enhances relationships with similar organizations to exchange information, understand their organizational design/effectiveness practices and take advantage of the lessons learnt.  Attend HR networking events — both within the IO system and the private sector.

Delivery

  • Monitors and continually conducts assessments and uses data to drive organizational effectiveness interventions that will close gaps from current to desired future state.
  • Ensures that Job Design Framework is updated  and consistent with the process mapping and organizational design and guides job descriptions update.
  • Provides expert facilitation and advise on: organizational performance, team effectiveness, structure/process design, governance practices, culture and other HR processes and policies,  to support achievement of business goals.
  • Guides and facilitates knowledge management efforts related to OD&HR.

 

Required experience and qualifications*

  • Master’s degree in human resources, organizational development, or another relevant field; or Bachelor’s plus 2 additional years of experience;
  • 13 years of relevant professional work experience in HR and a minimum of 5 years' experience in designing and executing organizational development strategies;
  • Strong knowledge of HR process and trends in the field; HR certifications such as SHRM and HRCI are valuable; accreditations in Organizational Development, are an advantage;
  • Certification with various assessment/diagnostic tools is valuable (Workplace Productivity Profile, organizational health);
  • Advanced analytical skills with the proven ability to analyze data to determine organizational needs;
  • Policy drafting skills and experience is required;
  • Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.
  • Experience using project management and HRIS tools is valued;
  • Experience in international organizations is a plus;
  • Strong communication, change management and consulting skills;
  • Collaborative, able to break down silos across departments and manage cross-functional teams to accomplish goals.
  • Be well organized, able to multitask and willing to collaborate with people of all backgrounds. S/he should be able to problem solve and offer effective and flexible solutions.
