Organizational Setting

As part of the support for the physical, economic and social recovery of communities affected by Cyclone Idai along the Beira corridor, FAO and UN Habitat will implement a project to support the reduction of exposure to climate risks and increase the resilience of communities located in three districts in Sofala province.

The project envisages a mixed intervention aimed at contributing to the physical reconstruction of infrastructure destroyed by Cyclone Idai as well as livelihoods by supporting improved adaptation, resilience and integration into sustainable value chains.

Reporting Lines

The consultant will be work under the general supervision of the FAO Deputy Representative in Mozambique, the methodological and strategic guidance from the FAO technical units providing TSS to the project and in close coordination with the Provincial Directorate of Agriculture and Fisheries of Sofala province and the of the district administrations of Buzi, Dondo and Nhamatanda.

Technical Focus

Expertise and capacity to coordinate the identification, design and implementation of climate-resilient investment operations in the fields of food security, agriculture, rural development, natural resource management and agro-processing.

Tasks and responsibilities

The consultant will perform the following tasks:

  • Lead the FAO team involved in project implementation and coordinate the implementation of activities with the UNHabitat team;
  • Participate in and supervise the project baseline preparation and other surveys that will provide strategic guidance to project implementation;
  • Ensure timely, effective and coordinated planning and implementation of project activities, in accordance with the work plan and budget and with a view to achieving the project objectives;
  • Supervise and monitor the work of the project's technical team and the consultants and/or contracted collaborators, ensuring compliance with deadlines for accountability;
  • In close coordination with the UN Habitat team, periodically review the activity plans and, if necessary, adjust them to become solid and realistic;
  • Participate in the design of Terms of Reference for contracting service providers and participate in the identification and selection process;
  • Supervise and monitor the activities of the contracted service providers, ensuring the achievement of the targets set out in the agreements and the timely provision of progress and budget reports in order to ensure the timely payment of installments due under the agreements;
  • Ensure timely preparation of the project's procurement plan;
  • Ensure the timely completion of the project's administrative services;
  • Prepare the reports provided for in the project documents in the approved periods and formats, providing a detailed overview of implementation progress, impacts, perceptions of beneficiaries and progress against the predicted indicators;
  • Perform any other relevant functions as requested.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree or postgraduate degree in development studies, rural engineering, agrarian economics, rural extension.

• At least 7 years of relevant experience in agriculture, rural development, climate change and adaptation

• English language work experience

• Mozambican nationality

  • Demonstrated experience in dealing with government officials, development partners and other country level stakeholders

  • Proven experience in working with teams under multidisciplinary and multicultural environments
