VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Environment and Energy (EAE), headed by the Managing Director, aims to integrate and scale-up the environment and energy activities focusing on supporting industries to provide sustainable and resilient soft and hard infrastructure for industrial development, supporting industries to contribute to climate neutral circular economy, and supporting governments and industries in fulfilling national commitments under multinational climate and 2 environmental agreements. The Directorate consists of the Department of Environment and the Department of Energy. This position is located under the Office of the Managing Director, which is responsible for substantive support to the Director General in the strategic positioning of UNIDO to achieve the organizational priorities. It endeavours to strengthen the implementation efficiency and effectiveness of UNIDO programmes, expand effective and efficient cooperation mechanisms with relevant national and international Organizations, coordinate collective action to harness the full potential of the new technologies that facilitate circular economy practices in value chains and industries, and organize technical meetings and consultations for experts from Member States on circular economy. UNIDO obtained accreditation to the Green Climate Fund (GCF) in August 2020 and the Directorate of Environment and Energy was mandated to lead strategic and substantive aspects of UNIDO’s partnership with the GCF.

Project Context Partnership with the Green Climate Fund (GCF): The objective of this project is to support Member States in their engagement with the Green Climate Fund by enabling them to access resources to achieve their commitment under the Paris Agreement and climate related dimensions in the SDGs. The development of a pipeline of Green Climate Fund projects and expansion of UNIDO’s climate change services to Member States will be performed through: 1) Capacity-building of personnel at headquarters; 2) Engagement with the GCF Direct Access Entities; 3) External outreach activities with the GCF Secretariat and Accredited Entities; 4) Engagement with GCF events and initiatives. DUTY STATION: Vienna, Austria. DURATION: 7 months

Main Functions

Under the supervision of the Project Manager, and working with the project team, administers elements of technical cooperation programme or specific project/s of limited complexity and execution of technical cooperation programmes and activities. Main duties are: - Select, organize and summarize background information to describe the overall context and background relevant to a project or a sector of technical cooperation activities in a country, assess the local context for the planning and administration of individual technical cooperation projects. - Analyze and interpret project background history and documentation; identify, reconstruct and document significant project events, decisions and deviations. - Draft sections of project documents such as project background and justification. - Inform experts, consultants and other project participants about logistical arrangements and internal procedures for monitoring and reporting in terms of the immediate objectives of specific projects. - Monitor specific aspects of project execution and identify problems and proposing that actions be taken to expedite delivery of inputs. - Draft comments on designated aspects of project progress as an input to programme monitoring. - Draft project revisions, including adjusting individual project budgets, on the basis of changed work plans. - Design capacity building in the area of climate change for UNIDO personnel, field offices and national entities. - Develop and formulate technical cooperation projects/programmes in the area of climate change in line with the guidelines and procedures governing the delivery of UNIDO services and obtain internal approval.

Minimum Requirements

Education

Advanced university degree in international relations, economics, law, natural sciences, business administration, and climate change, or closely related field, is required.

Languages

Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language, particularly Spanish is desirable.

Computer Skills

Field of Expertise

- At least three (3) years of professional experience in international cooperation, climate change, and/or environment, is required. - Experience in researching and analysing information, is required. - Experience in evaluating the needs, conditions and problems in developing countries, is required. - Experience with the Green Climate Fund, is desirable.
