Organizational Setting

As part of supporting the physical, economic and social recovery of communities affected by Cyclone Idai along the Beira corridor, FAO and UN-Habitat will implement a project to contribute to the rehabilitation and construction of new infrastructures aiming at reducing the exposure to climate risks and to increase their resilience of communities located in three districts in Sofala province.

The project envisages a mixed intervention aimed at contributing to the physical reconstruction of infrastructure destroyed by Cyclone Idai as well as reconstruction of the community livelihoods by supporting improved adaptation, resilience and integration into sustainable value chains.

Reporting Lines

The NPP will be under the general supervision of the FAO Deputy Representative in Mozambique, the technical, methodological and strategic guidance from the FAO technical units providing Technical Support Services (TSS) to the project and the direct supervision of the National Project Coordinator (NPC).

Technical Focus

Technical support to the provincial and district technical departments, service providers and communities in the design, technical specifications, preparation of bill of quantities, tendering, supervision, administration and oversight of construction and/or rehabilitation of infrastructures.

Tasks and responsibilities

The consultant will perform the following tasks:

  • Participate in and supervise the preparation of the project baseline and other surveys/assessments that will provide strategic guidance for project implementation;
  • Carry out a review of the sites to assess on the existing conditions for proposed interventions under the project;
  • Meet with the relevant partners from the Government, communities (beneficiaries) to identify, discuss and agree on the scope of work to be supported by the project;
  • Support partners on the architectural design of facilities, with particular focus on accessibility, resilience and sustainability aspects (e.g. use of local materials);
  • Assist in planning of construction activities and in the identification potential service providers (contractors);
  • Support the bidding and procurement processes, including licensing in accordance with municipal and national legal frameworks;
  • Undertake technical review of bids (budgets, specifications and BoQs); participate in bid evaluation process;
  • Provide ongoing oversight of construction services, including site visits, periodic reporting on the progress of works and engagement with contractors;
  • Assist partners with controlling of construction costs against proposed budget and work progress;
  • Analyse in-situ project incompatibilities and develop alternative solutions, along with contractors and partner agencies;
  • Support in quality assurance inspections;
  • Review service providers proposed work schedule and ensure that it is in line with the project timelines;
  • Prepare the project procurement plan on time; and
  • Conduct any other task as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • At least 5 years’ experience on structural design and construction management (site oversight) activities
  • Working knowledge of English
  • Possession of a national license authorizing him/her to practice as an architect/engineer in Mozambique, and
  • National of Mozambique.

  • Experience with design and construction management of rural infrastructures, including small irrigation schemes
  • Capacity to design and to model using CAD software

  • Ability to prepare charts, infographic and other graphic design products
