Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programmes, Partnerships and Field Coordination (PFC) strives for a coherent strategic and programmatic operational response to regional and country priorities to accelerate ISID through the integration and scale-up of UNIDO’s operations and forging and maintaining strategic partnerships with leading development stakeholders and organizations. The Directorate coordinates the development and implementation of the Programme for Country Partnership (PCP) as a mean to accelerate the achievement of ISID in UNIDO’s Member States. It also plays a leading role in the implementation of the UN General Assembly resolution on the Third Industrial Development Decade for Africa (IDDA III) and hosts the Secretariat of IDDA III. The Directorate comprises the Department of Programme and Partnership Coordination (PFC/PPC) and the Department of Regional and Field Coordination (PFC/RFC). The Department of Programme and Partnership Coordination (PFC/PPC), via its two Divisions [Programme for Country Partnership Division (CPD) and the Partnership Coordination Division (PCD)], assists Member States in enhancing cooperation with the private sector and international and development financial and banking institutions, and in mobilizing public and private partnerships and resources (PCD) as well as coordinating the development of Programmes for Country Partnership (PCPs)/Country Programmes (CPs), and South-South and Triangular Cooperation (CPD). The latter coordinates PCP as the chief model to upscale UNIDO’s work. PFC/PPC also coordinates UNIDO partnerships, particularly in the framework of the PCPs and IDDA III, with industrial associations and individual enterprises, DFIs, and multilateral funds including the development, with the concerned functions, of targeted partnership strategies. The position is located under The Programme for Country Partnership Division (PFC/PPC/CPD), which facilitates the integration of the technical operations of UNIDO at all levels. It coordinates the implementation UNIDO’s PCP policy and guidelines. It coordinates, in particular, the identification, monitoring and communication of PCPs, in collaboration with respective PCP Programme Managers and with the support of the Regional Coordination Divisions.

PROJECT CONTEXT The main objective of the Project Coordinator will be to contribute to and advance the implementation and refinement of UNIDO’s PCP policy and guidelines. Particular emphasis will be placed to enhance the identification, monitoring and communication of PCPs, in collaboration with respective PCP Programme Managers and with the support of the Regional Coordination Divisions, as well as share and exchange PCP experiences and lessons to accelerate ISID. DUTY STATION. UNIDO Headquarters (Vienna, Austria) DURATION: 3 months (with possibility of extension)

Main Functions

Under the supervision of the Project Manager, assist in appraising, adjusting and presenting project proposals, and monitoring programme execution, identifying problems and utilizing information as an input to corrective actions to promote effective project management. Develops and administers technical cooperation projects by: - Coordinate the PCP and CP portfolio, including identifying, analyzing and communicating specific data and information relevant to PCP and CP projects; - Prepare and refine guidelines, policies, manuals, and trainings on UNIDO’s PCPs and CPs to ensure consistency, and to enhance impact and programme efficiencies; - Design and test, in cooperation with the relevant in-house functions including regional coordination divisions, new proposals to country-level programmatic approaches; - Monitor, review and analyze PCP/CP-related project execution and progress, documentation and reports, identify problems and propose corrective actions to enhance the portfolio monitoring; - Organize and conduct coordination meetings on the PCP/CP portfolio and identify corrective measures, as appropriate, and follow up on their implementation; - As needed, organize briefings and learning sessions on the PCP/CP for Member States and stakeholders to disseminate successful experiences and practices; - Develop PCP/CP communication strategies and enhance communication and reporting on success stories and experiences to Member States, donors and other stakeholders via newsletters, videos, website and other media as well as organize high-level events to promote the PCPs/CPs; - Perform any other duties and assignments related to project execution and coordination, as required by the Project Manager.

Minimum Requirements

Education

Advanced university degree in engineering, sciences, economics, business administration, international relations or other relevant discipline with specialization in, is required.

Languages

Fluency in written and spoken English is required. Fluency in or working knowledge of an additional official UN language, particularly French, is desirable.

Computer Skills

Field of Expertise

- At least five (5) years of professional experience in the portfolio management of multi-stakeholder partnership programmes, ideally to accelerate the structural transformation of economies at the international level, is required. - Experience in the technical organisation of high-level policy events, such as investment and discussion for a, peer learning sessions, identification of training needs and the development of training materials, is required. - Experience in evaluating the needs, conditions and problems in developing countries, is required. - Experience in the drafting and publication of corporate-level policies, administrative instructions, guidance documents as well as of top-quality contributions to corporate publications such as organisation-wide annual reports, is desirable.
