Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services). The Infrastructure Section is responsible for providing secure, reliable, and dependable computing, collaboration, database and communications services to the Department of Safeguards. The Infrastructure Section cooperates with other Sections and Divisions in the Department of Safeguards to deliver IT services at a very high standard.

 

Main Purpose

 

Reporting to the Core Infrastructure Team Leader, the Network Engineer applies technical knowledge in the secure and efficient design, implementation and operation of the Department of Safeguards network infrastructure and manages its hardware and software resources. This is achieved by leading and implementing network and communication projects to enhance and support the Department’s network infrastructure with the objective of achieving highly reliable, highly available and secure LAN and WAN services. Additionally, the Network Engineer will develop and enforce standards, policies and procedures for the efficient and secure operation of the Department's computing and networking infrastructure.

 

Role

 

The Network Engineer is\: a technical specialist, proficient in designing and formulating IT network infrastructures; a specialist adviser, providing advice to management on establishing IT systems and best practices; a project manager, experienced in defining, planning and executing network and communication projects; a solution architect and provider, able to function as an expert in troubleshooting network and communication issues and coordinating the service delivery.
The Network Engineer provides mentoring and guidance related to network operations and processes to other staff.

 

Functions / Key Results Expected

 

• Provide expert planning, architecture and design for all network and telecommunication related projects in a complex multi-site environment, while incorporating systems high-availability, business continuity and disaster recovery.
• Proactively asses, propose, design, conduct proof of concepts and pilot projects for solutions or optimizations that can bring benefit to the operations and security of the Department’s LAN and WAN infrastructure.
• Manage and implement projects related to the Department’s LAN and WAN infrastructure as a technical leader and subject matter expert
• Supervise, support and coordinate contractors and other engineering professionals in network architecture design, change implementation and daily operations
• Implement and operate all network related components to ensure hardware, software and architectural compatibility with respect to the Department’s security, operational and availability requirements and policies.
• Install, operate, support, monitor and upgrade the existing network and telecommunication infrastructure at headquarters, regional offices and remote sites in collaboration with business areas, technical teams and end users.
• Proactively maintain and continually improve existing network infrastructure systems.
• Keep up to date with industry developments and best practices.
• Ensure confidentiality, integrity and availability in both the network design and network operations.
• Troubleshoot and liaise with vendors and other IT personnel for fast and efficient problem resolution.
• Manage the lifecycle, capacity and performance of the Department’s LAN and WAN infrastructure components.
• Create and maintain architectural, operational and inventory documentation related to Department’s LAN and WAN.
• Coordinate procurement activities related to the Department’s LAN and WAN infrastructure, including maintenance, support and warranty.
• In collaboration with the security team, conduct activities to address identified security risks, and prioritize and remediate security vulnerabilities.
• Provide expert insight and analysis on the Department’s LAN and WAN infrastructure components to support security and operations specialists as part of an incident response team.

Qualifications, Experience and Language skills

 

Master's Degree - Advanced university degree in computer science, information systems or related field

Bachelor's Degree - A first level university degree in computer science, information systems or other related field with three additional years of relevant professional experience may be considered in lieu of the advanced university degree.

At least 7 years of work experience as a Network Engineer responsible for mid to large scale enterprise multi-site network, with at least 3 of those years in a senior technical role.

Recent experience with configuring, updating, managing and monitoring Cisco IOS, NX-OS and Juniper JunOS.

Experience with infrastructure foundations for VMware based virtualization platform, Cisco UCS and HCI in particular.

Experience with architecting and implementation of business continuity and disaster recovery for enterprise networks.

Experience with enterprise firewalls, IDS/IPS systems and other network equipment is an asset.

Experience in project management and strategic planning is an asset.

Certifications in the fields of\: network and communication technology (CCNP/CCIE, Juniper), business continuity, disaster recovery, and information security are an asset.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $74913 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 34610, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
