The CHAI-SA HIV Prevention programme supports the National Department of Health (NDoH) to ensure that performance of the HIV prevention efforts is conducted and monitored efficiently and effectively. This is done through the provision of technical assistance in the implementation of the national combination HIV prevention policy, guidelines, and operational plan, development of strategic documents and tools, including training and monitoring and evaluation (M&E) to support critical management systems and to galvanize key stakeholder coordination.  As a result, CHAI SA’s team is supporting the NDoH at national and provincial levels to implement a broad range of activities, condom supply chain strengthening, HIV prevention and linkage service delivery expansion, quality improvement and strengthened program monitoring and evaluation, across both public and private sector channels, aimed at significantly increasing uptake of quality HIV prevention services.


CHAI South Africa’s HIV Prevention Program:

 

CHAI is seeking a dynamic, results-oriented individual with strong quantitative and analytical skills to support with the implementation of NDoH HIV prevention program. Candidate must have excellent communication and writing skills, be able to function independently, be extremely self-motivated and have a strong commitment to excellence. The Associate will provide support to PDoH, district and subdistrict levels both strategically and analytically in strengthening the Condom Supply Chain in the Eastern Cape province both through primary and secondary distribution sites.

 

The Associate will be reporting to the HIV Prevention Program Manager. They will be based in Buffalo City (EC) and will be required to travel locally (up to 50%).

 

The Associate will join a diverse team to support the DoH and create evidence based strategic plans and ensure these plans are translated into strong operational plans and are implemented effectively. The Associate will be responsible for a wide variety of tasks, from quantitative analysis to collaborating with stakeholders and will be expected to lead areas of engagement relating to costed investment cases, improvements in condom supply chain, demand forecasting and/or quantification. The ideal candidate must be technically sound, be self-directed, be conversant with the health sector in South Africa, and be able to adapt to the differing needs of the programs. This role is focused on implementation and will require a very “hands-on” approach.

Responsibilities

Key responsibilities will include, but are not limited to, the following:

  • Perform financial/economic analysis of condom supply chain systems investments and interventions to highlight areas in which to maximize value for money and public health impact with the aim to inform decision making and accurate forecasting;
  • Support DoH in all aspects of strategy, costing, planning and implementation, ensuring CHAI’s ongoing alignment with the DoH strategic goals and priorities;
  • Develop thorough understanding of the healthcare, condom supply chain landscape related to the portfolio within South Africa and globally including key priorities, challenges and gaps to inform program development;
  • Build the capacity within the province to ensure accurate forecasting and quantification analysis to internal and external stakeholders;
  • Support the HIV Prevention team to meet established program objectives under DoH guidance, including, but not limited to: increasing condom access and security, increasing the utilization of data for strategic planning, and ensuring the spectrum of service delivery is strengthened in focal province, creating a model that can be scaled nationally;
  • Support the program team to develop compelling presentations, reports and participate in stakeholder engagements related to program implementation and reporting for internal and external stakeholders;
  • Monitor, evaluate and report on performance and impact for all relevant staff, including primary and secondary distributors.
  • Oversee the development and maintenance of program databases and dashboards for performance monitoring and evaluation;
  • Support the implementation of the national condom distribution plan at district level and support the provinces and districts with distribution plans at secondary distribution sites
  • Oversee the coordination of stock control and logistics for male and female condoms and lubricant.
  • Management relationships with condom suppliers for distribution of national condoms to secondary sites and with SABS regarding monitoring and disposal of expired and/or damaged condoms
  • Compile, synthesize and analyze data to inform the development of assessments, reports and other program materials to ensure effective program execution;
  • Translate objectives provided by the government, donors, and other partner organizations into clear activity plans, and provide guidance to DoH on prioritization of initiatives;
  • Manage and establish collaborative relationships with the DoH, suppliers, partner organizations and other relevant stakeholders;
  • Identify strategic areas for expansion and guide proposal development needed for future program development;
  • Support the HIV Prevention Manager on key deliverables an ad-hoc requirements, as needed.
Qualifications
  • A minimum of a Bachelor’s degree;
  • A minimum of +3years professional experience in a private or public sector setting with increasing levels of responsibility and experience;
  • Demonstrated ability to multi-task, be effective in high-pressure situations and adapt to fast-paced and changing environments with a strong commitment to excellence, both internally and externally, and with limited structural support;
  • Demonstrated ability to work independently on complex projects and solve challenging problems with limited structural or operational support;
  • Strategically minded, able to think creatively around long-term program objectives and the detailed steps necessary to achieve these goals.
