Office/Unit/Project Description

Present in 166 countries and territories, UNDP supports governments in developing strong policies, institutions and partnerships to achieve the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs). The Effectiveness Group provides crucial support to ensure that UNDP is an effective, accountable and transparent thought leader and partner of choice for sustainable development. Drawing on its country presence and UNDP’s Global Policy Network, this Team supports the Global Partnership for Effective Development Co- operation (GPEDC), together with colleagues at the OECD in what is called the UNDP-OECD Joint Support Team (JST). The GPEDC is the primary multi-stakeholder vehicle for driving effectiveness of all forms of co-operation for sustainable development and the shared benefits of people, planet, prosperity and peace. In its work it brings together governments, bilateral and multilateral organizations, civil society, the private sector and representatives from parliaments and trade unions among others. The 2020-2022 Global Partnership Work Programme will culminate in a High-level Meeting of the Global Partnership at the end of 2022.

The 2020-2022 Global Partnership Work Programme aims to build more effective development partnerships across a series of “Action Areas” that help accelerate the implementation of the 2030 Agenda. The Work Programme is implemented by multi-stakeholder groups

Institutional Arrangement

  • The Programme Coordination Analyst will report to GPEDC Programme Specialist, under the overall supervison of the the Global Policy Advisor on Effective Development Co-operation, and work closely with members of UNDP/Joint Support Team;
  • The Programme Coordination Analyst will be expected to work closely with the lead of the multi-stakeholder working group on Demonstrating the Impact of Effectiveness.

Duties and Responsibilities

Scope of Work

As an integral part of the UNDP/Joint Support Team (JST) of the GPEDC, the Programme Coordination Analyst will provide support to Action Area 1.1 , entitled “Demonstrating the Impact of Effectiveness” and its multi-stakeholder working group and support related advocacy and outreach, as well as preparations for the 2022 High-level Meeting of the GPEDC, including in relation to Global Partnership’s Action Dialogues.

In particular, the Programme Coordination Analyst will provide:

A) Coordination, secretariat and administrative support to the multi-stakeholder working group on Demonstrating the Impact of Effectiveness (Action Area (AA) 1.1.):

  • Organization of working group meetings;
  • Preparation of summary and background materials for the working group;
  • Monitoring of implementation progress of the AA 1.1 workplan;
  • Preparation of substantive inputs or specific deliverables/products of the AA for the next GPEDC High-Level Meeting in 2022.

B) Support to advocacy and outreach efforts:

  • Support to outreach efforts through provision of outreach/guidance materials to and sharing of information with GPEDC Steering Committee members, countries that are planning and undertaking Action Dialogues (ADs), and other relevant communities of practice;
  • Support identification and facilitation of 3-4 countries’ participation in the AA 1.1 initiative, called Effectiveness to Impact Initiative (E2I), including through liaising with AA leads and GPEDC members, drawing also on UNDP’s relevant programmes and projects at country level, where appropriate;
  • Support countries and stakeholders with the organization of GPEDC Action Dialogues, especially where those are linked to E2I initiatives.

C) Support to learning and knowledge sharing:

  • Support to the preparation of knowledge and communication products, related to AA 1.1 and beyond, for the GPEDC learning and knowledge sharing platform and dissemination through GPEDC networks (e.g. stories of progress, block posts, think pieces).

D) Support programme reporting:

  • Lead preparations for the Global Project’s annual status report;
  • Support donor reporting as needed;
  • Support the development of a GPEDC flagship report on progress in effective development co-operation that will inform discussions at the 2022 High-level Meeting of the GPEDC.

E) Support the organization of the 2022 High-level Meeting of the GPEDC:

  • Substantive inputs to sessions and programme, especially on substance addressed under AA 1.1
  • Support mobilization of stakeholders, with particular focus on those engaged in AA 1.1
  • Organizational and logistical support as needed

Required Skills and Experience

Minimum Academic Education:

  • Advanced university degree (Master’s or equivalent) in public administration, public policy, international relations/affairs/ politics, international development studies, economics, business administration, social sciences or related disciplines.

Minimum years of relevant Work experience:

  • Minimum 2 years of professional experience in international development cooperation.

Required skills and competencies:

  • Experience working in the area of aid effectiveness and/or development cooperation management;
  • Demonstrated experience in communications and advocacy and outreach;
  • Excellent organizational, planning, and time management skills, attention to detail and proven ability to work independently with limited supervision and under tight deadlines;
  • Experience in producing research and analysis relating to development cooperation and partnerships.

Desired additional skills and competencies:

  • Commitment to UNDP’s vision, mission, and values. Prior exposure to work of UNDP or other UN organizations is an advantage;
  • Knowledge of and experience supporting development partnerships coordination at country level;
  • Demonstrated enthusiasm and commitment to learning;
  • Strong service and team-work orientation; evident cultural sensitivity and ability to work in a fast-paced multi-national environment.

Required Language(s) (at working level):

  • Excellent written and oral communication skills in English;
  • Competency in other UN language(s), especially French and / or Spanish, is a strong asset.
