ORGANIZATIONAL CONTEXT

Since 2010, WFP and the Government of Armenia have been successfully implementing the School Feeding Programme in ten provinces of Armenia, thanks to the strategic multi-year contribution of the Russian Federation.

Over the past decade, the School Feeding Programme in Armenia has emerged as a social protection intervention becoming a solid foundation to promote human capital development and national growth. The transformative approach through enhancing community ownership, developing life-long learning platforms, creating job opportunities, promoting healthy nutrition lifestyle, investing in clean and green energy and sustainable agricultural practices, evolved school feeding into a community development platform.

One of the main objectives of the Programme is to enhance the national capacity for the management of school feeding and hand over the implementation of school feeding to the Government of the Republic of Armenia. Gradual nationalization of the Programme started in 2017 with WFP handing over the management of school feeding in one province each year to the National School Feeding Programme with a vision of full nationalization of school feeding in all ten provinces by 2023.

WFP will strengthen the national capacity more broadly by contributing to the development of evidence-based national strategies, targeted policies and activities. Key national institutions will be at the center of WFP’s capacity strengthening efforts with the ultimate goal to enable the Government to fully implement the National School Feeding Programme.

Given the above, Armenia Country Office identifies the need to hire a Programme assistant to support the School Feeding Unit to continue coordinating the implementation of school feeding.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.
2. Provide project management and/or general office support following established targets and WFP’s policies and procedures.
3. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.
4. Perform accurate, timely recording of data within the specific technical area of work (e.g. food security and vulnerability assessments) following corporate standards and guidelines.
5. Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
6. Support communication and activities with local partners, agencies, NGOs and government institutions.
7. Act as a point of contact for resolution of general operational queries requesting assistance where necessary.  
8. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

9. Perform other tasks as required.

STANDARD MINIMUM QUALIFICATIONS

Education: First level university degree in Business Administration, International Affairs, , Nutrition/Health, Social Sciences or other field relevant to international development assistance.

Experience: Four years of progressively responsible experience in direct implementation of field level project activities for an NGO, government institution, UN Agency. Experience of working on development projects is highly desirable.

Knowledge and Skills: 

Proficiency in Windows MS Office (Word, Excel, Powerpoint, Outlook);

Behavioral competencies such as Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering and Teamwork. Strong analytical, written and oral communication skills. ability to plan and organize work with minimum supervision; ability to work under pressure and meet tight deadlines. General knowledge of UN system policies, rules, regulations and procedures is desirable.

Language: Fluency in Armenian, and highly competent in both oral and written English language; working knowledge (level B) of Russian language is desired.
