BACKGROUND AND OBJECTIVES OF THE FUNCTION
In the context of WHO South Sudan’s COVID-19 Incident Management System (IMS), the incumbent will support the South Sudan Ministry of Health in the coordination, planning, and implementation of relevant preparedness and response measures for COVID-19 and any other emerging diseases. In particular, the incumbent will lead the updating, monitoring and reporting of the National COVID-19 Strategic Preparedness and Response Plan, in closely collaboration with relevant decision-making fora like the Public Health Emergency Operation Centre (PHEOC), Technical Working Groups (TWGs) and the National Steering Committee (NSC).

PURPOSE OF THE POSITION.
The mission of WHO’s Health Emergencies Programme (WHE) is to help countries coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

Under the direct supervision of the Incident Manager, Juba, South Sudan and the overall guidance of the WHE Team Lead, the incumbent will collaborate with other team members on all aspects of technical and operational plans related to preparedness and response for relevant incidents.


Summary of Assigned Duties
Under supervision of the COVID-19 incident manager, and in close collaboration with other Incident Management Team (IMT) members, PHEOC staff, other technical programs, and relevant partners, the incumbent will:
1. Ensure all relevant guidelines, protocols, tools, and standard operating procedures for COVID-19 response are updated in line with the latest WHO guidance, and actively promote and monitor their proper implementation through the relevant TWGs and NSC.
2. Closely coordinate with key stakeholders on the updating, monitoring and reporting on the implementation status of the National COVID-19 Strategic Preparedness and Response Plan, and proactively identify feasible interventions to address gaps (externally: donors, other UN and NGO partners, and internally: other WHO technical programs and WHO state coordinators).
3. Provide sound real-time analysis of pandemic data to monitor trends and guide team members on the quality and equitable implementation of COVID-19 response through the active use of monitoring and tracking tools, joint supportive supervision, site visits, and rapid response missions for timely decision-making in relevant fora like TWGs, NSC, and coordination meetings with the WHO East Africa sub-regional office, WHO AFRO, and WHO HQ.
4. Support strengthening the country’s International Health Regulations (IHR) core capacities through the identification of key recommendations during COVID-19 response Intra Action Reviews (IAR) to be incorporated in the National Action Plan for Health Security (NAPHS), in particular with regards to Points of Entry, laboratory management, and surveillance.
5. Contribute to WHO information products that require COVID-19 epidemiological updates and present epidemiological updates during relevant meetings
6. Provide technical backstopping to the Ministry of Health and partners as well as the COVID-19 Epi-surveillance TWG to accomplish the Epi-surveillance deliverables of the National Strategic Preparedness and Response Plan.
7. Support the development and implementation of training plans and epidemiological surveys to identify and address emerging critical COVID-19 preparedness and response gaps.
8. Perform any other incident-specific related duties, as required by the WHO COVID-19 incident manager.

REQUIRED QUALIFICATIONS
Education
Essential: An advanced university degree (Master’s level or above) in epidemiology, statistics, database management or public health from an accredited/recognized institute.
Desirable: First university degree in health-related field. Specialized training in communicable diseases.
Experience:
Essential: At least 7 years of experience in disease surveillance, data management and in quantitative epidemiology and the implementation of public health surveillance, outbreak investigation and response in humanitarian settings. Knowledge of community-based disease surveillance systems. Proven experience in training and facilitation skills. must have at least 5 years of international experience.

Desirable: Experience in working with UN or INGOs in disease surveillance program in South Sudan.

⦁ Working knowledge of GIS mapping software (or similar) would be an asset.
