Introduction 
The Green Climate Fund (“GCF”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change. GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change. The GCF is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director.

 

The Fund seeks to recruit an iTAP Operations Consultant to carry out the tasks, duties, and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join the GCF team as an HQ-based consultant. The assignment is for an initial 240 days over a 12 months-month period. 

 

Role

The Operations Consultant will assist and report to the independent Technical Advisory Panel (“the independent TAP”), a body of technical experts that advises the Board of the GCF by providing an independent technical assessment of, and advice on, funding proposals. The Consultant will help the independent TAP administer its works and carry out analyses in support of its main objectives.

 

Duties and Responsibilities
The Consultant will be responsible for but not limited to:

  • Providing day to day administrative and technical support to the independent TAP, including support to meeting logistics and travel as necessary;
  • Supporting the independent TAP manage matters related to appointments, performance review, remuneration and contracts with the Fund;
  • Arranging conference calls and bilateral meetings, and hiring of the independent TAP with accredited entities and/or task teams in the Secretariat as needed;
  • Drafting the agenda and taking minutes of the meetings as well as reports on the activities undertaken by the independent TAP;
  • Leading recruitment of external consultants from the roster of experts, who will support the independent TAP with technical assessments, and manage and monitor the outputs of the external consultants and their timesheets;
  • Maintaining document records and files relating to reports produced by the independent TAP;
  • Managing and providing data inputs to the independent TAP PRTP-module , maintain, and analyze a database of the assessments of funding proposals issued by the independent TAP;
  • Carrying out specific background and contextual research – both general as well as related to individual funding proposals – as requested by the independent TAP;
  • Supporting the independent TAP carry out its assessment of funding proposals. This may include preliminary reviw of funding proposals forwarded to the independent TAP, requesting additional supporting information from the accredited entities on the independent TAP’s behalf, and formatting documents prepared by the independent TAP such as independent TAP's assessments etc.;
  • Arranging editorial supports with editors in the Secretariat in preparation of independent TAP related Board documents including reports;
  • Arranging conditions check with OGA lawyers for the funding proposals that iTAP endorses with conditions;
  • Drafting reports of independent TAP to each Board meeting and supporting independent TAP members participation and registration during each Board;
  • Supporting iTAP with its annual budget and relation with the finance team on matters related to budget;
  • Arranging independent TAP’s regular “Meet iTAP” webinar for the GCF accredited entities on matters related to independent TAP’s procedures and GCF 6 investment criteria;
  • Serving as the main liaison between the independent TAP and the Secretariat on matters regarding schedules, travel and other logistical issues;
  • Participating in meetings of the independent TAP in and outside of Songdo as requested; and
  • Performing any other administrative and support duties as requested.

 

Required Experience and Qualifications

  • Master’s level degree with at least 3 years work experience or relevant combination of education and relevant professional experience gained preferably in an international working environment, or a Bachelor’s level degree with an additional 2 years’ work experience;
  • Experience in handling logistics for events, workshops, conferences and Board meetings;
  • Formal training in secretarial, clerical, administrative, and/or operational services desirable;
  • Ability to deal with large volumes of work under time pressure with a high level of accuracy;
  • Ability to exercise tact and discretion in dealing with colleagues / external clients;
  • Ability to organize her/his work, set priorities, meet critical deadlines, and follow up on assignments with minimum direction;
  • Good knowledge of office technology such as MS office package, and experience in working with databases is highly desirable;
  • Good coordination and interpersonal skills with the ability to liaise and work effectively with individuals from different professional and cultural background
  • A general knowledge of climate change policy and practices, environmental and social development, and/or project financial analysis is an advantage; and
  • Fluency in English is essential and knowledge of the local language (Korean) and/or another United Nations language is an advantage.
